تحاول هذه الدراسة البحث في أسباب تحول المنطقة العربية إلى واحدة من أكبر النقاط السوداء على خريطة انعدام الأمن الغذائي العالمي، وتبحث في أسباب خطورة هذه الوضعية على اعتبار أن أغلب السعرات الحرارية المستهلكة في هذه البلدان تأتي من خارجها. تطرح الدراسة مقاربتين أساسيتين هما تحليل السياسات العمومية في مجال الأمن الغذائي والتعاون الإستراتيجي بين الدول العربية في هذا المجال، وتوصي بضرورة أن ينطوي تحقيق الأمن الغذائي العربي على ديناميتين وهما إعادة تنشيط التضامن التكاملي بين الدول العربية، إضافة إلى تلاقي السياسات العامة الوطنية حول هدف واحد هو تحقيق الأمن الغذائي. توصلت الدراسة إلى أن تعزيز الأمن الغذائي في هذه الدول يستند في المقام الأول على التعليم باعتباره الركيزة الأولى، كما يمكن للدول العربية أن تتخذ تدابير لزيادة الإنتاج المحلي من الأغذية على الرغم من القيود التي تفرضها الوفرة المحدودة من الموارد المائية والأراضي الخصبة.
Abstract
This study examines the reasons why the Arab region is turning into
one of the biggest black spots on the map of global food insecurity. Besides, it
investigates the reasons why such situation is becoming more and more
serious since most of the calories consumed in regions comes from its outside.
The study offers two main approaches, a profound analysis of food
security public policies and strategic cooperation among Arab countries in this
field. The study recommends that achieving Arab food security should
involve a fundamental dynamism, namely revitalizing the integrational
solidarity among Arab countries.
The study argues that reinforcing food security in Arab countries
should be based primarily on education as the first pillar. Besides, Arab
countries can take further measures to increase domestic food production
despite the constraints imposed by limited availability of water resources and
fertile land.
