تكتسب الدراسة أهميتها من أهمية منظمة التجارة العالمية التي باتت المنظم الرئيسي للتجارة الدولية، ورغبة دولة فلسطين بصفتها دولة مراقب في الأمم المتحدة، أن تصبح عضواً في هذه المنظمة، وتتجلى أهميتها في طبيعة الأهداف التي تسعى إلى تحقيقها وأهمها: تقييم مساعي دولة فلسطين للانضمام إلى منظمة التجارة العالمية ودراسة الآثار الاقتصادية السلبية والايجابية المتوقعة لانضمام فلسطين لمنظمة التجارة العالمية وانعكاس هذه الآثار على القطاع التجاري.
وقد توصلت الدراسة إلى أن هناك العديد من الإيجابيات لانضمام فلسطين لمنظمة التجارة العالمية، وفي نفس الوقت نجد أن هناك العديد من السلبيات والمخاطر التي قد يتعرض لها الاقتصاد الفلسطيني بسبب هذا الانضمام، وبناءً على ذلك، أوصت الدراسة صنَاع القرار الفلسطيني مواصلة الجهود الحثيثة للحصول على العضوية الكاملة في منظمة التجارة العالمية خاصة وأن النتائج الإيجابية للانضمام تفوق النتائج السلبية سواء في عملية الانضمام أو في المستقبل غير البعيد، إضافة إلى أن هناك العديد من الآثار السلبية من الممكن تداركها والتعايش معها مع مرور الوقت.
Abstract
The study is important to the importance of the World Trade Organization, which has become the main organizer of international trade, and the desire of the State of Palestine, as an observer state of the United Nations, to be a member of this Organization, their importance is reflected in the nature of the objectives they seek to achieve, the most important of which are: assessment of the endeavours of the State of Palestine having obtained the status of an observer State of the United nations to join the World Trade Organization and to examine the expected negative and positive economic effects of Palestine's accession to the World Trade Organization, these effects are reflected in the commercial sector.
The study found that there are many advantages to Palestine's accession to the World Trade Organization, and at the same time we find that there are many disadvantages and risks that the Palestinian economy may be exposed to because of this accession. Accordingly, the study recommended that Palestinian decision makers continue their vigorous efforts to obtain full membership in the WTO, particularly the positive results of accession outweigh the negative results both in the accession process and in the not-too-distant future, as well as many the negative effects can be remedied and coexist over time.
