هدفت الدراسة إلى تحديد العوامل والأسباب التي تؤدّي إلى تفاقم مشكلة الدّين العام في فلسطين، وصياغة نموذج اقتصادي لتوضيح العلاقة بين نموّ الدّين العام ونموّ الناتج المحلّي الإجمالي الفلسطيني.
توصّلت الدّراسة إلى أنّ حجم الدّين العام في فلسطين تزايد لمستوى حرج، بلغ حوالي 39% من إجمالي الناتج المحلّي نهاية عام 2014، وذلك بسبب ضعف الموارد الماليّة المحليّة، وتزايد حجم الإنفاق العام، كما أظهرت الدراسة وجود علاقة طرديّة بين كلٍّ من الدّين العام الخارجي، والدّين العام الدّاخلي، وبين النموّ الاقتصادي ممثلاً بالناتج المحلّيّ الإجمالي.
أوصت الدّراسة بضرورة اعتماد خطّة شاملة من قبل الحكومة الفلسطينيّة لإدارة الدّين العام، بحيث تشمل هذه الخطّة سياسة واضحة للدّين العام، وتحدّد حجم الاقتراض المسموح به، وشروطه، وآليّاته، ووضع أسس ومعايير لاختيار المشاريع التنمويّة الّتي تستهدفها هذه القروض.
Abstract
The study aimed to determine factors and causes that lead to exacerbate the problem of public debt in Palestine, in addition to formulate a standard form to clarify the relationship between the growth of public debt and the growth of the Palestinian GDP.
The study concluded that the volume of public debt in Palestine reached a critical level, which amounted 39% from GDP end of 2014, due to the scarcity of domestic fiscal resources, and the increase of governmental expenditure, also the study showed some kind of direct relationship between the external public debt, domestic public debt, and economic growth represented by GDP.
The study recommended on the need to make an inclusive plan by the Palestinian government to manage the public debt crisis to include a clear public debt policy, which determine the permitted borrowing volume, its conditions, and its mechanisms, in addition to lay the basis of choosing the development projects targeted by these loans.
