كانت جهود السلاطين العثمانيين فيما يتعلق بالتنظيمات القضائية تهدف الى اعادة تشكيلها على اساس هرمي يتربع في قمته شيخ الاسلام، وقاضيا العسكر في الروميلي والاناضول، ويليهم في الدرجة الثانية الملالي الكبار الذين يشغلون وظيفة قاضي القضاة في العاصمة استانبول وفي الحرمين الشريفين(مكة والمدينة) والمراكز الكبرى ومنها بغداد التي تضم ايضا قضاة السناجق التابعين لها ومنها سنجق الحلة.
Abstract
The efforts of the Ottoman sultans with regard to judicial organizations were aimed at reshaping them on the basis of a hierarchy that sits at the top of the Sheikh of Islam, and the military judges in Rumeli and Anatolia, followed by the second great mullahs who They serve as magistrates in istanbul, the Two Holy Mosques (Mecca and Medina) and major centers, including Baghdad, which also includes its soot judges, including Sanjak al-Hilla.
