و ، ما أدى إلى بروز أنواع مختلفة أبرزها الديمقراطية المباشرة ، لقد نالت الديمقراطية اهتمام الباحثين الديمقراطية التمثيلية، والديمقراطية شبه المباشرة التي تجمع بين الاثنين. سلبيات الديمقراطية التمثيلية، أنجبت الديمقراطية التشاركية. التي لايكتفي المواطنون فيها بل يساهمون بصفة مباشرة في تسيير شؤونهم. فهي ، باختيار ممثليهم سلبي له الحق في ٍ في رسم السياسات العامة. فتحول المواطن من مواطن ً ديمقراطية تسمح للمواطنين المشاركة مباشرة الانتخاب إلى مواطن ايجابي يشارك في صنع القرار. ق وت ، ا من هذه المقاربة الجديدة ً انطلاق في وسائط ً خاصة ، اطعها مع التطور التكنولوجي الهائل الذي عرفه العالم جعلت مفهوم المواطنة ، وإدخالها لمفاهيم جديدة على غرار المواطن الالكتروني ، التواصل الاجتماعي ودورها في صناعة التغيير تتغير في الشكل والمضمون. ن تحاول هذه الدراسة البحث في السبل الممك ة لتوظيف وسائط التواصل الاجتماعي كآليات لتعزيز ، وعليه الديمقراطية التشاركية واستغلالها في صناعة التغيير الايجابي. وجعل المواطن الالكتروني حاضرا في كل مكان وعبر الزمان.
Abstract
Democracy has attracted the interest of researchers, leading to the emergence of different types, notably direct democracy, representative democracy, or semi-direct democracy which combine between the two kinds. The negative aspects of representative democracy, Led to the appearance of participatory democracy. Where citizens not only elect their representative's by-election but directly contribute to managing their affairs. And changing them from a negative person who has only the right to vote to become a positive citizen. Based on this new approach, and the effects of the huge technological development that the world has known, especially in social media and its role in the manufacture of change, has made the concept of citizenship change in form and content. This research paper attempts to explore possible ways to employ social media as mechanisms to promote participative democracy and exploit it to make positive change. and make the electronic citizen present everywhere and throughout time.
