كَثُرَتْ الأدبيات حول النفط ودور عائداته الريعية كنعمة تساهم في تحقيق التنمية وبناء اقتصاد قوي، أو كنقمة تُعَزِّزُ هيمنة النظام الحاكم، وتُــؤّسِّـُـس لعلاقات زبائنية تعرقل عملية الانتقال الديمقراطي. تسعى هذه الدراسة؛ إلى تفكيك العلاقة الموجودة بين متغير الانتخابات وتقاسم الأدوار، وإكراهات الاستعصاء السياسي، لتجسيد الممارسة الديمقراطية داخل الدول الريعية، معتمدة على مؤشر السلوك الانتخابي في الجزائر كدراسة حالة. خَلُصَتْ الدراسة؛ إلى أن وفــرة العائدات النفطية، ضَمَنَتْ الحاجات اللازمة للنخبة، وعزَّزت مؤسساتها الاستبدادية، وقوَّت النظام ومَكَّنَتْهُ من حماية نفسه، عبر شراء الــولاءات، ودفــع المجتمع إلى النأي عن المطالبة بالحقوق السياسية، فغدت الحكومات غَيْرُ شرعية، الانتخابات فيها مزورة، وغابت عنها الشفافية.
Abstract
There has been a lot of literature about oil and the role of its rent income as a blessing that contributes to the development and construction of a strong economy, or as a curse that strengthens the ruling regime dominance and establishes Customer relations that hinder the Democratic transition. This study aims to dismantle the relationship between the election variable and the different roles sharing, the constraints of political intransigence, to embody democratic practice within rentier countries, relying on the electoral behavior index in Algeria as a case study. The study concluded that the abundance of oil revenues guaranteed the elite necessary needs, established its authoritarian institutions, strengthened the system and allowed it to protect itself, buying loyalties and pushing society to be far from demanding political rights, therefore governments became illegitimate, manipulation in all elections and the absolute absence of transparency.
