الدراسة إن طبيعة العلاقات المدنية-العسكرية كانت محَّل ارتطام منذ فترة طويلة، نتيجة عدم وضوح الحدود الفاصلة بين المجالين. جوهر هذا الصراع هو السلطة والاستحواذ على مفاصلها، وقد شكَّلته هياكل وقيَّم مجتمعية فرضتها الحتمية التاريخية، والتطور الطبيعي للمجتمع البشري عبر محطَّات مختلفة. تروم هذه الدراسة تتبع أدبيات العلاقات المدنية-العسكرية، وأهمية تغيير المعادلة من هيمنة المتغير العسكري إلى تحكم المتغير المدني في صناعة القرار، وفق نظريتي التوافق ونظرية نظام التفويض الحازم. وموقع هذا التوجه الأكاديمي في فقه السلوكيات السياسية داخل الدول العربية (الجزائر، السعودية، مصر) ضمن مقاربتها للاستعمال الوظيفي للمؤسسة العسكرية وزوايا استملاكها. إضافة إلى الرغبة في التأسيس لانتقال سلس وسلمي في طبيعة هذه العلاقات لدى الدول العربية اعتمادً على تجارب الدول الديمقراطية.
Abstract
The nature of civil-military relations has long been the subject of conflict, because of the lack of clarity between the two spheres. The essence of this conflict is the power and the acquisition of its articulations, formed by structures and social values imposed by historical determinism and the natural evolution of human society through historical periods. The aim of this study is the exhibition of the civil-military relations literature, and the importance of changing the equation from the dominance of the military variable to the civilians control in the decision-making process, according to the concordance theory and principal-agent theory. In addition, the location of this academic focus on the jurisprudence of political behavior within Arab countries(Algeria, Arabia Saudi, Egypt), and its orientation towards the functional use of the army and acquisition methods.
