ملخص
تحاول هذه الدراسة رصد أهم الديناميكيات التي يتخذها الأمن الطاقوي، ولاسيّما المتعلّق بالتنافس الدولي، من منطلق أن كل الفاعلين الدوليين وغير الدوليين يسعون وفقًا للسياسة العالمية إلى اكتساب أعلى قدر من مقومات القوة، وهذا ما شكل دافعًا حقيقيًّا للتوجه أكثر نحو المناطق الإستراتيجية، التي تتخذها الفواعل ركيزة أساسية لتعزيز نفوذها واكتساب مقومات قوة جديدة، وفي السياق نفسه فإنه ونظرًا لحساسية الأهمية الجيواقتصادية فإن بحر قزوين يُعَدّ من المناطق الأساسية المنتجة لمصادر الطاقة في العالم، ومن هنا شكّل بحر قزوين أهمية جيوطاقوية للفواعل الإقليمية والدولية التي تسعى من خلاله إلى التعزيز أكثر من أمنها الطاقوي، والذي يُعَدّ لب السياسة العالمية القائمة في جزء كبير منها على القوة والمصلحة، وبذلك فإن هذا المكوّن المحوري في المعادلات الأمنية الاقتصادية للفواعل هو أكبر دليل على التشابك والتعقيد اللذين أصبحا السمة البارزة في المسرح الدولي، واللذين عكسا إستراتيجيات الاتحاد الأوروبي وتركيا المتبعة تجاه هذا المسطح المائي.

This study attempts to monitor the most important dynamics of energy security, especially in relation to international competition, in the sense that all international and non-international actors seek in accordance with global policy to gain the highest strengths of strength, and this constituted a real motive to move more towards the strategic areas, which the actors take. An essential pillar to enhance its influence and gain new strength, and in the same context, due to the sensitivity of the geo-economic importance, the Caspian Sea is one of the main regions producing energy sources in the world, hence the Caspian Sea formed a geo-territorial importance of regional actors The international through which it seeks to strengthen more than its energy security, which is the core of global politics based in large part on power and interest, and thus this pivotal component in the economic security equations of the actors is the greatest evidence of the intertwining and complexity that have become a prominent feature in the international scene, Those who reflected the strategies of the European Union and Turkey to this water body.
