يعاني اقتصاد العراق منذ عقد من السنوات ترديا كبيرا في أداء قطاع الخدمات العامة وان مؤشرات الحرمان مع نمو السكان لا تنبئ بتحسن رغم الجهود والمحاولات المبذولة. تهدف الدراسة إلى تحليل طبيعة الحرمان من الخدمات العامة في محافظات العراق وتركز على محافظة نينوى في دراسة الحالة وتقدير آثار مكونات الحرمان في الاقتصاد المحلي والمستوى المعيشي للسكان. وقد وجدت آثارا سلبية كبيرة لذلك على الأداء الاقتصادي الكلي وتقترح النهوض بأداء قطاع الخدمات العامة وتغطية احتياجات السكان شرطا للشروع الناجح بالتنمية الاقتصادية.
Abstract
The Iraq's economy sufferes from a significant deterioration in the public service sector. The indicators have not improved since a decade. The study aims to analyze the nature of the deprivation of the different types of public services in the provinces of Iraq. It focuses on the Nineveh Governorate as a case study. Estimates had shown that the effects of its components on the local economy and on the standard of living of the population as expected. Significant negative effects have affected the overall economic performance and propose improving the performance of the public services sector to cover the needs of the total population as a requirement to proceed to successful economic development.
