- Abstract
- Economic and financial globalisation have completely changed the situation of the territory. Pollution, environmental disasters and other damage plunge the environment into uncertain scenarios that are difficult to manage and control, which has brought to light the need to put in place rules to reconcile economic objectives and ecological requirements. Innovative territories are based on three distinct theoretical pillars: ambitious public policies, efficient universities and research laboratories and numerous and diversified companies. The objective of our contribution is to put the spotlight on an approach of Economic Intelligence that takes into account the logic of Sustainable Development. We will focus on a “Quintuple Helix” approach that aims to develop an approach based on new paradigms: “CO-competition” and “CO-competitiveness”, with “CO” being the watchword of this work. It should be noted that creating a company is perceived as a positive act. If an individual creates a company it is because he has a precise project to propose, an idea to present, wishing therefore to shake up organisational and technological routines (cf. Schumpeter), in reality he has succeeded in detecting an opportunity (cf. Kirzner). At the same time, a multitude of small businesses are created every day for other reasons, and primarily to create one’s own job (cf. Casson). The governments of developing countries have been increasing incentives for business start-ups over the last thirty years, particularly in Algeria. We believe that Economic Intelligence can play its role of mediation, which is characterised by a “prospective dimension” in order to trace possible futures that explore opportunities for sustainable development and enlighten the decisions / actions of the stakeholders in the ecosystem.
