ينطلق البحث من كون جل الدول قامت بإنشاء كيانات وطنية تُعني بمسالة جودة والاعتماد في التعليم، حيث انيطت بتلك الكيانات وضع الآليات والإجراءات التي يتم من خلالها تأصيل الجودة ضمانها في العملية التعليمية، ولأهمية ذلك تحرص كل الدول على اختلاف أحجامها ومستويات نموها على إنشاء تلك كيانات بالشكل الصحيح والمناسبَ؛ مما يُمكن المؤسسات التعليمية من أن تخطو خطوة مهمة في مجال تطوير التعليم والرفع من الكفايات، ويشكل المركز الوطني لضمان جودة التعليم في ليبيا أحدى تلك الكيانات، بالتالي يتناول هذا البحث دراسة وتحليل الكيان المناط به القيام بعمليات التخطيط والتنفيذ والمتابعة للبرنامج الوطني لجودة واعتماد التعليم في ليبيا، من خلال تبيان التحديات التى واجهت المركز خلال مسيرته منذ 2006 إلى 2014م، كما يتطرق البحث إلى تحديد أهم خطوات ومقترحات التحسين
Abstract
The research is based on the fact that most countries have established national entities concerned with the issue of quality and accreditation in education. These entities have been entrusted with establishing the mechanisms and procedures through which quality can be guaranteed in the educational process. The importance of this is that all countries of different sizes and levels of development, Which allows educational institutions to take an important step in the development of education and raising competencies. The National Center for Quality Assurance of Education in Libya is one of those entities, This study deals with the study and analysis of the entity entrusted with carrying out the planning, implementation and follow-up of the national program for the quality and accreditation of education in Libya by indicating the challenges that the Center faced during its period from 2006 to 2014.
