تحتل ظاهرة الفقر حيزا كبيرا من أدبيات العلوم الاجتماعية وتمثل قضية مهمة للساسة وصناع القرار كعقبة أمام التنمية السياسية والاجتماعية والاقتصادية وسبب رئيسي للعديد من المشاكل الاجتماعية. الفقر ظاهرة متعددة الأبعاد ناتجة عن عوامل متعددة. لذلك يتطلب الحد منه منهجًا شاملاً يسهل أو يقيد جهود مكافحته. تعتبر "مقاربة الاستطاعة" أحد أحدث المناهج في النظريات الكلاسيكية الجديدة ، والتي اقترحها أمارتيا سين ، في كتابه التنمية حرية، حيث عرّف التنمية بأنها عملية توسيع الحريات الحقيقية التي يتمتع بها الناس.
Abstract
The phenomenon of poverty occupies a large extent of the social science literature and represents an important issue for planners and decision makers as an obstacle to political, social and economic development and as a major cause for many social problems. Poverty is a multidimensional phenomenon caused by a plurality of factors. Poverty reduction therefore requires a comprehensive approach that in turn is either facilitated or constrained by a range of factors.
