تتناول الورقة نشأة إيرادات المقاصّة وتطورها، وتبحث في ثناياها جوهر الأزمة المتكررة من خلال تحليل سياقها السياسي ومناقشة أبعادها الاقتصادية سواء من جهة إجراءات الاحتلال الإسرائيلي، أو من جهة الخطوات الاقتصادية التي اتخذتها الحكومة الفلسطينية في مواجهة هذه الأزمة، وتقدم مقاربة اقتصادية جديدة لبناء اقتصاد وطني وتعزيز مقوماته، والحفاظ على عدم تراجعه أو التخفيف من حدة الاختلالات الهيكلية والتشوهات فيه، ترتكز بشكل أساسي على خيار "اقتصاد الصمود" لتعزيز ودعم صمود الشعب في مواجهة الاحتلال في إطار الانفكاك الاقتصادي، على الرغم من وجود الاحتلال ووجود إطار مقيد ومعيق لهذا الاقتصاد يتمثل في بروتوكول باريس الاقتصادي.
Abstract
The paper deals with the emergence and development of clearance revenues, and examines in its folds the essence of the recurrent crisis by analyzing its political context and discussing its economic dimensions, whether from the side of the Israeli occupation measures or on the one hand the economic steps taken by the Palestinian government in facing this crisis, and it presents a new economic approach to build a national economy and strengthen Its fundamentals, and preserving its non-regression or mitigating the severity of structural imbalances and distortions in it, are mainly based on the option of the "economy of steadfastness" to reinforce and support the people's steadfastness in the face of the occupation within the framework of economic disintegration, despite the existence of the occupation and the existence of a restrictive and impeding framework for this economy represented in the Protocol Paris Economic.
