يسعى هذا البحث إلى الكشف عن الدور المأمول لمجالس المصالحة الوطنية في إعادة الاعتبار لمنظومة العلاقات والروابط الاجتماعية في المجتمع الليبي، حيث اعتمد الباحثان على منهجية الأنتروبولوجيا المروية، وعلى المنهج التاريخي والملاحظة السوسيولوجية، والمقابلات المعمقة، إضافة إلى التراكم المعرفي عن المجتمع الليبي، وينطلق هذا البحث من كون المجالس المصالحة الوطنية ساهمت في تجسير التفرقة، والانقسام ما بين أبناء المجتمع الواحد، والمحافظة على وحدة النسيج الاجتماعي، حيث كان لها دور في حلّ بعض الخلافات والصراعات المجتمعية، وكان هدفها الأساس حماية وتأكيد وحدة النسيج الاجتماعي، كما يهدف هذا البحث إلى توضيح أهم الركائز التي يعتمد عليها عمل مجالس المصالحة في المجتمع، وكذلك التعرّف على أهم العراقيل والتحديات التي تُواجه مجالس المصالحة في أداء أهدافها الوطنية، وتحديد أهم السُبل لدعم دور مجالس المصالحة في تعزيز وحدة النسيج الاجتماعي، ويحاول هذا البحث أيضًا لفت انتباه المسؤولين في الدولة الليبية إلى الحاجة لوجود إرادة سياسية حقيقية لدعم مبادرات تلك المجالس، كما توصل البحث إلى الحاجة لوجود مؤسسات دولة قوية وفاعلة، والبحث عن حلول جذرية لإشكالية انتشار السلاح والجماعات المسلحة، والحاجة أيضًا إلى وجود تشريعات تدعو وتعزّز المصالحة الوطنية، وتفعيل دور وسائط التنشئة الاجتماعية في تعزيز وحدة النسيج الاجتماعي.
Abstract
This research seeks to uncover the hoped-for role of national reconciliation councils in rehabilitating the system of social relations and ties in Libyan society, as the two researchers relied on the methodology of narrated anthropology, on the historical method, sociological observation, and in-depth interviews, in addition to the accumulation of knowledge about the Libyan society, and this research starts The fact that the national reconciliation councils contributed to bridging the division and division between members of the same community, and preserving the unity of the social fabric, as they had a role in resolving some societal disputes and conflicts, and their primary goal was to protect and confirm the unity of the social fabric, This research also aims to clarify the most important pillars on which the work of reconciliation councils depends in society, as well as to identify the most important obstacles and challenges that reconciliation councils face in the performance of their national goals, and to identify the most important ways to support the role of reconciliation councils in strengthening the unity of the social fabric. This research also tries to draw attention to The attention of Libyan state officials to the need for a real political will to support the initiatives of these councils. The research also concluded the need for strong and effective state institutions, and the search for radical solutions to the problem of arms proliferation and armed groups, and the need for legislation that calls for and promotes national reconciliation, and activates the role of mediators.
