تهدف هذه الدراسة إلى تسليط الضوء على أهمية التوجه نحو الحكم الراشد لإرساء دولة القانون في الجزائر باعتباره حجر الزاوية في نموذج التنمية الاقتصادية والاجتماعية.
وقد توصلت هذه الدراسة إلى أنه لا يمكن تحقيق الحكم الراشد إذا لم تكن هناك تضافر الجهود بين الدولة والمجتمع المدني والقطاع الخاص، في صياغة رؤية وطنية خاصة توفق بين متطلبات البيئة الداخلية وتأثير العوامل الخارجية، قادرة على تجاوز السلبيات والاستفادة من الايجابيات، كما أن النهج الذي تسلكه الجزائر من أجل توطيد دولة القانون والحريات الديمقراطية يتطلب محيطا هادئ وخال من الصراعات.
Abstract
This study aims to shed light on the importance of moving towards good governance to establish the rule of law in Algeria, as it is the cornerstone of the economic and social development model.
This study concluded that good governance cannot be achieved if there is no concerted effort between the state, civil society and the private sector in formulating a special national vision that reconciles the requirements of the internal environment with the influence of external factors, capable of overcoming the negatives and benefiting from the positive. Algeria's approach to consolidate the rule of law and democratic freedoms requires a calm environment free of conflicts.
