إن الأخطار التي تهدد البيئة بشكل متزايد جعلت المجتمع الدولي يتحرك لحمايتها و الحفاظ عليها لمصلحة الأجيال المستقبلية. إلا أنه نظرا للأوضاع الاقتصادية و الاجتماعية المتردية لغالبية دول العالم خاصة انتشار الفقر بشكل كبير فيها. هذا ما جعل دول العالم الثالث تنادي بضرورة إعطاء الأولوية في مكافحة الفقر، لأنه أحد أسباب التدهور البيئي بل تم وصفه بأنه أسوأ أشكال التلوث. ففي ظل هذه الظروف و الأوضاع كيف لنا أن نقنع الفقراء بضرورة حماية البيئة و هم أصلا ملوثين. و كيف لنا أن نقنعهم بمشكلة لم يتسببوا فيها كالتغير المناخي، أو بمشكلة قد تبدو في نظرهم بسيطة مقارنة بما يعانونه من حرمان لمختلف الحقوق. فالعلاقة بين الفقر و حماية البيئة هي علاقة طردية، و هو ما تم التركيز عليه في أجندة القرن الحادي و العشرين أين تم وضعهما كأحد أهم أهداف الألفية.
Abstract
The threats to the environment have increasingly made the international community move to protect and preserve it, for the benefit of future generations. However, due to the deteriorating economic and social conditions of the majority of the countries of the world ,especially the widespread poverty in them .This made the third world countries call for giving priority to the fight against poverty, it is one of the causes of environmental degradation that has been described as the worst form of pollution. Under these circumstances, how we can convince the poor world by the need to protect the environment which is already polluted. How can we convince them of a problem they did not cause it, such as climate change ? or a problem that may seem simple in their eyes compared to the deprivation of their various rights . The relationship between poverty and environmental protection is clear, that’s why it mentioned as the most important goals of the millennium in the twenty-first century agenda.
