لقد تغير وجه العالم بغتة، تبعات الطفرة الرقمية تصلنا والوباء يشلنا وحياتنا، وقد أغلق العالم على نفسه لما يقرب السنة
التي تهدّد الإنسان، (covid- إلى إشعار آخر، أُجبر حوالي ثلاثة بليون شخص على الحجّر المنزلي خلال بداية جائحة ( 19
المجتمع والروابط المختلفة والعالم، أضحى العيش مع كذا واقع أحد أصعب الامتحانات المواجهة لإنسان، مجتمع وعالم الألفيّة
الثالثة. الأمر الذي يتطلب من الجميع وفي كلّ مكان (مرونة التأقلم)، (إعادة النظر في كل شيء)، وعليه، تُفتح كل الملفّات،
وتحتدّ النقاشّات، من جملتها، النقاشّ حول الاستدامة. وتنخرط المنطقة المغاربية في ذلك، بريتمها الخاص، وتندفع اندفاعًا نحوّ
الرّقمنة، كأحد التوجّهات العالمية الحالية (العالم الرّقمي). لا يخلو الأمر من تجليّات واقع مُثقّل بالتحديّات، المُعوقات، لكن
ديناميات الفعل، التغيير، المحاولة، تنبني بدرجات متباينة في مختلف أقطار المغرب العربي، الرّقمنة تصلنا ويجب إدراجها ضمن
استراتيجياتنا وواقعنا بكلّ تجليّاته، لتحديد الفرص والمخاطر نحو الرقمنة التي تنتظرنا والبدء في النقاش الموسع نحو الرقمنة.

Abstract:
In today changing world, the digital deluge is sweeping, us and the epidemic is paralyzing our
lives, the world has shut itself down for nearly a year until further notice, about three billion
people were forced to quarantine during the beginning of the pandemic (Covid-19), the pandemic
threatens humans, society, various ties and the world of the third millennium. This requires
everyone and everywhere (flexibility to adapt) and (review everything).
Accordingly, discussions are raging, as a whole, the debate about sustainability. a rush to
digitization, as one of the current global trends is the “digital world”. The attempt is based on
varying degrees in the various countries of the Maghreb, because digitization is sweeping us and
must be included in our strategies and our reality in all its manifestations to identify the
opportunities and risks towards digitalization.
