يحظى الاستثمار الأجنبي المباشر بمزايا محفزة للنمو الاقتصادي، مما جعل كثير من الدول خاصة النامية منها أن تأخذ بالحسبان الإعتبارات التي تساعد على جذبه. لكن مع الإنتشار الكبير لجائحة كورونا جعلت الاقتصاديات الدولية في حالة عدم اليقين، ومن المتوقع أن يكون للجائحة تأثيرات كبيرة خاصة ما تعلق بالاستثمار الأجنبي المباشر، لا سيما مع إستجابة الدول إلى الإجراءات الإحترازية الوقائية، والتي فرضت حجراً كلياً على جميع النشاطات الاقتصادية في ظل تطور هذا الوباء. فقد توقع مؤتمر الأمم المتحدة للتجارة والتنمية ( الأونكتاد) إنخفاضاً في الإستثمار الاجنبي المباشر العالمي بنسبة تتراوح ما بين 30%- 40%، في حين أنه قبل الوباء كان من المتوقع أن ينمو بنسبة 5% خلال الفترة (2020-2021). هذا الاثر سيكون له تداعياته خاصة على الاقتصاديات الأكثر تضرراً من الوباء، من جراء الآثار الناجمة عن توقف الإنتاج. مصر من الدول التي تأثرت مثلها مثل بقية دول العالم من الجائحة، ومن المتوقع تراجع الإستثمارات الأجنبية المباشرة في مصر إلى 3380 مليون دولار أمريكي في الربع الثاني من 2020، مقارنة بالربع الأول الذي بلغت فيه الاستثمارات الأجنبية ما قيمته 4899 مليون دولار، وفقاً لإحصائيات البنك المركزي المصري. لذلك تهدف الدراسة إلى دراسة أثر إنعكاس جائحة كورونا على حجم تدفقات الاستثمار الأجنبي المباشر إلى مصر. حيث يقارن الباحث حجم تدفقات الإستثمار الأجنبي المباشر إلى مصر قبل الجائحة وبعدها. وقد توصلت الدراسة إلى أن جائحة كورونا ستقود إلى توقف حركة الأفراد البضائع ومن ثم تؤدي إلى تراجع الاستثمار الأجنبي المباشر وبالتالي ستؤدي إلى زيادة معدلات البطالة وإنخفاض تدفق العملات الأجنبية إلى مصر.
Abstract
Foreign direct investment has incentives for economic growth, which has made many countries, especially developing ones, take into account the considerations that help to attract it. But with the great spread of the Corona pandemic, it made international economies in a state of uncertainty, and the pandemic is expected to have major impacts, especially those related to foreign direct investment, especially with countries' response to preventive precautionary measures, which imposed a total stone on all economic activities in light of the development of this the epidemic. The United Nations Conference on Trade and Development (UNCTAD) expected a decrease in global foreign direct investment by between 30% - 40%, whereas before the epidemic it was expected to grow by 5% during the period (2020-2021). This effect will have repercussions, especially for economies most affected by the epidemic, due to the effects of stopping production. Egypt is one of the countries that, like the rest of the world, was affected by the pandemic. It is expected that foreign direct investments in Egypt will decline to 3380 million US dollars in the second quarter of 2020, compared to the first quarter in which foreign investments amounted to 4899 million dollars, according to statistics of the Central Bank The Egyptian. Therefore, the study aims to study the impact of the Corona pandemic's reflection on the volume of FDI inflows to Egypt. Where the researcher compares the volume of foreign direct investment flows to Egypt before and after the pandemic. The study connected that the Corona pandemic will lead to the stopping of the movement of individuals in goods, and then lead to a decline in foreign direct investment and thus will lead to an increase in unemployment rates and a decrease in the flow of foreign currencies to Egypt.
