تسلط هذه الدراسة الضوء على العناصر الأساسية لأنظمة التدريب المختلفة في أوروبا، مع مزاياها وعيوبها، وتحاول فهم كيفية تحسين المهارات والمؤهلات من أجل تعزيز كفاءة الخدمة العامة. في الواقع، في حين أن حق موظفي الخدمة المدنية في تلقي التدريب في بعض البلدان منصوص عليه في الدستور، في بلدان أخرى، فإن هذا التدريب نفسه يقع على عاتق الأعوان العموميين. في مواجهة هذه التحديات، من الواضح أن مستوى تدريب المسؤولين المنتخبين والأعوان المحليين، وقدرتهم على التكيف ومؤهلاتهم يجب أن تتقدم، في عصر التحولات الكبرى (الرقمية، البيئية والطاقية، الديموغرافية والاجتماعية، الديمقراطية والمؤسسية)، إضافة إلى توسع القطاع الخاص والأزمة الديمقراطية التي تمس أوروبا والعالم.
Abstract
This study highlights the key elements of the different training systems in Europe, with their advantages and disadvantages, in order to understand how to improve skills and qualifications in order to strengthen the efficiency of the public service. Indeed, while in some countries, the right for civil servants to receive training is enshrined in the Constitution, in others, this same training is the responsibility of the agent.
Faced with these challenges, it is obvious that the level of training of elected officials and local agents, their ability to adapt and their qualifications must progress, in the era of major transitions (digital, ecological and energy, demographic and social, democratic and institutional), the expansion of the private sector and the democratic crisis affecting Europe and the world.
