يستدعي تحسين أداء الجماعات المحلية في الجزائر آليات عملية، تتأتى بالنهوض بالموارد البشرية وربطها بالمعرفة والتكنولوجيا من خلال تعميم استخدام الإدارة الإلكترونية، وفي هذا الإطار، وسعيا منها لتجسيد مشروع الحكومة الإلكترونية اتجهت الجزائر إلى الاهتمام بتكنولوجيا الإعلام والاتصال ودمجها في المؤسسات بهدف تطوير الوظائف الإدارية، بناءا على ذلك تناولنا في بحثنا: مفاهيم إدارة الموارد البشرية، أهمية وأهداف إدارة الموارد البشرية، مفاهيم الإدارة الإلكترونية، اهمية الإدارة الإلكترونية، أهداف الإدارة الإلكترونية، عناصر الإدارة الالكترونية ومجالات تطبيقها، خصائص ومميزات الإدارة الالكترونية، وظائف الإدارة الالكترونية، متطلبات تطبيق الإدارة الالكترونية، خطوات تطبيق الإدارة الالكترونية، أهمية العنصر البشري في تفعيل الإدارة الإلكترونية، معوقات تطبيق الإدارة الالكترونية.
