هدفت هذه الدراسة إلى البحث في إشكالية تحقيق أهداف التنمية المستدامة في بلدان المغرب العربي في ظل تفشي جائحة فيروس كورونا كوفيد-19 المستجد (سنة 2020)، وحتمية التوجه نحو التنمية الواعية بهذه المخاطر الوبائية المتأصلة التي تظهر وتتلاشي وتتحول وتضرب من جديد، حيث خلصت هذه الدراسة إلى أن التنمية الواعية بالمخاطر والتنمية المستدامة تشكل آلية عمل متكاملة ومتداخلة تساهم في تعزيز قدرة المجتمعات على الصمود ومواصلة الرحلة نحو التنمية بكل ثقة في النواحي الاقتصادية والاجتماعية والبيئية والمحافظة على الموارد في ظل المخاطر والأزمات والكوارث المتكررة. واستنادًا إلى النتائج المتوصل إليها فقد أوصت الدراسة بعدد من التوصيات من أهمها: تجهيز بيئة تنظيمية وتعريف العمليات الضرورية لفهم الحد من مخاطر الأوبئة العالمية على مستوى جميع بلدان المغرب العربي، مع ضمان وجود خطط مشتركة بينها مستقبلاً لإدارة المخاطر وفقًا لسيناريوهات وتوقعات مستقبلية، والعمل أكثر على محور التعافي السريع وإعادة البناء بعد انحصار المخاطر.
Abstract
This study aimed to investigate the problem of achieving the sustainable development goals in the countries of the Maghreb in light of the outbreak of the new Corona virus Covid-19 (year 2020), and the imperative of moving towards development aware of these inherent epidemiological risks that appear, fade, transform and strike again. This study concluded that risk-aware development and sustainable development constitute an integrated and interconnected mechanism of action that contributes to enhancing the resilience of societies and continuing the journey towards development with confidence in the economic, social and environmental aspects, and preserving resources in light of recurring risks, crises and disasters. And based on the findings, the study recommended a number of recommendations, the most important of which are: preparing a regulatory environment and defining the processes necessary to understand risk reduction of global epidemics at the level of all countries of the Maghreb, while ensuring that there are joint plans between them in the future to manage risks according to future scenarios and expectations, and work more on the axis of rapid recovery and rebuilding after the risks are confined
