هدفت هذه الدراسة إلى إبراز فعالية السياسات الاجتماعية للدولة وفق مقاربة الاقتصاد التضامني في الحد من التفاوت الاجتماعي والاقتصادي لمصلحة الطبقة الشعبية الفنيرة، تناولت الدراسة تجربتي البرازيل والمكسيك باعتبارهما من أفضل النماذج العالمية التي أبرزت تلك الفعالية استخدمت الدراسة المنهج الوصفي التحليلي باعتباره الأنسب للإجابة على إشكاليتها والتي تمحورت حول مدى فعالية السياسات الاجتماعية للدولة في ظل الاقتصاد التضامني في تحسين الظروف المعيشية للمواطنين في كل من البرازيل والمكسيك. وتوصلت الدراسة إلى مجموعة من النتائج أهمها أن برنامج Bolsa Familia Oportunidades من البرامج الرائدة التي تبرز ذلك الدعم الاجتماعي الذي يحوّل المسار المجتمعي للفقراء، ويعزز قدرات الشعب على التقدم للأمام، كما أن الإعانات التي تقدم ضمن الاقتصاد التضامني لا تقدم كهبة من الدولة فقط بل كسياسة عامة تصاغ وبطرق تشاركية قادرة على الوقوف على الاحتياجات المجتمعية المحلية بشكل كبير.
Abstract
This study aimed to highlight the effectiveness of the state's social policies according to the solidarity economy approach in reducing social and economic inequality for the benefit of the enlightened popular class. About the effectiveness of the social policies of the state in light of the solidarity economy in improving the living conditions of citizens in both Brazil and Mexico. The study concluded a set of results, the most important of which is that the Bolsa Familia Oportunidades program is one of the pioneering programs that highlight that social support that transforms the societal path of the poor, and enhances the people's ability to move forward, and the subsidies that are provided within the solidarity economy are not provided as a gift from the state only, but as a general policy. It is formulated in participatory ways that are able to identify the needs of the local community in a large way.
