تهدف هذه الورقة البحثية إلى تسليط الضوء على المرجعيات الاصطلاحية والفكرية للحكم الراشد، حيث يعد مفهوم الحكم الراشد من بين المفاهيم الحديثة نسبيا التي برزت بصورة واضحة على الساحة السياسية مع بداية عقد الثمانينات من القرن المنصرم، وقد توصلت هذه الورقة البحثة على عدة نتائج نذكر منها، أن عملية إصلاح الحكم وتحقيق الحكامة الراشدة هي عملية ذاتية النشأة وتنبع من المجتمع الوطني للدولة ذاتها. إن بناء وتنمية القدرة المؤسسية لمختلف أطراف التنمية يستلزم إصلاح دور الدولة، يقترن بذلك جهود مكثفة للمجتمع المدني حتى يلعب دورا فاعلا والقيام ببناء وتنمية نظم الحكم الجيد، وقدرات مؤسسية خاصة بها ومستمدة من واقعها بمختلف مكوناته تلعب فيه شبكة العلاقات الاجتماعية والسلطة السياسية دورا محددا في تكوين المؤسسات وفي عمل وسير الاقتصاد.
Abstract
This research paper aims to shed light on the terminological and intellectual references to good governance, where the concept of good governance is among the relatively recent concepts that emerged clearly on the political scene with the beginning of the eighties of the last century,
This research paper reached several results, among which we mention that the process of reforming governance and achieving good governance is a self-generating process that stems from the national community of the state itself. Building and developing the institutional capacity of the various parties to development requires reforming the role of the state, coupled with extensive efforts by civil society to play an effective role and to build and develop systems of good governance, and institutional capabilities of their own and derived from their reality with its various components, in which the network of social relations and political power play a specific role in the formation of Institutions and the functioning and functioning of the economy.
