تهدف هذه الدراسة إلى تسليط الضوء على الحكومة الرقمية من أجل تعزيز التحول نحو الاقتصاد الرقمي في المنطقة العربية، حيث أن المكاسب التي تتحقق من زيادة التحول إلى اقتصاد رقمي هائلة، وينبغي على الحكومات أن تفعل كل ما في وسعها لإزالة الحواجز التي تحول دون هذا التحول. ومن شأن التحول الرقمي أن يوفر فرص عمل في منطقة ترتفع فيها معدلات البطالة بدرجة غير مقبولة، لا سيما بين الشباب والنساء، ومن خلال الجهود المنسقة، يمكن أن يتغير هذا الوضع.
ومن أجل قطف ثمار الاستثمار التقني والمعلوماتي ،لابد من الاستثمار المكثف في البحث والتطوير التقني، وفي تكوين الموارد البشرية وتطوير البنى التحتية، وبناءا على الإمكانات المتوافرة في الإقتصادات العربية، يمكن أن تقوم بدور الممول للاستثمار التقني والمعلوماتي، بالشكل الذي يمكن أن يسهم بمحاولة تضييق الفجوة الرقمية.
Abstract
This study aims to shed light on digital government in order to promote the transformation towards a digital economy in the Arab region, as the gains that accrue from further transformation to a digital economy are enormous, and governments should do everything in their power to remove the barriers that prevent this transformation. Digital transformation will provide job opportunities in a region where unemployment rates are unacceptably high, especially among youth and women, and through concerted efforts, this situation can change.
In order to reap the fruits of technical and informational investment, it is necessary to invest extensively in technical research and development, in training human resources and developing infrastructure, and based on the capabilities available in Arab economies, it can play the role of financier for technical and informational investment, in a way that can contribute to trying to narrow the gap. digital.
