تتناول هذه الدراسة تحليل قدرة نظام الأمن الجماعي في الأمم المتحدة المتمثل في مجلس الأمن على التعامل مع التهديدات البيئية؛ وذلك من خلال تسليط الضوء على مفهوم الأمن الجماعي في الأمم المتحدة وظهور مفهوم الأمن الإنساني والتحديديات التي يفرضها والتي تعتبر التهديدات البيئية أبرزها عن طريق تحليل الآليات القانونية لنظام الأمن الجماعي والمواقف السياسة للدول من إدراج التهديدات البيئية كتهديدات للسلم والأمن الدوليين وفقا للفصل السابع من ميثاق الأمم المتحدة.
Abstract
This study analyses the capacity of the Security Council's collective security system to deal with environmental threats; That is by highlighting the concept of collective security in the United Nations and the emergence of the concept of human security and the challenges it poses, most notably environmental threats, by analysing the legal mechanisms of the collective security system and States' policy positions to include environmental threats as threats to international peace and security in accordance with Chapter VII of the Charter of the United Nations.
