وبين هذه التساؤلات يطرح البعض تساؤلات أخرى عن هل بالفعل الأمم المتحدة هي منظمة دولية بالعناصر والخصائص والمحددات المتعارف عليها في تعريف المنظمة الدولية؟ قد لا يشكك البعض بانها منظمة دولية لكنه يشكك في حدود ما تمارسه من اختصاصات تتجاوز محددات العمل بالنسبة للمنظمات الدولية، وهل استطاعت هذه المنظمة أن تتخطى ابرز التحديات التنظيمية والهيكلية التي تواجه الحياة الدولية؟ وهل تستطيع هذه المنظمة مواجهة ما يستجد من تغييرات جوهرية في اطار التعامل مع أشخاص القانون الدولي وبروز العديد من الفاعلين من غير الدول؟ وهل سيكون هناك وئام وتعايش ما بين التنظيم الدولي العالمي والتنظيم الدولي الإقليمي، وهكذا يبدوا أن الدخول في هذه المناطق يزيد من التشابك في الوقائع والتعقيد في العلاقات والتداخل في الوظائف والاختصاصات، مع أهمية التسليم بان الأمم المتحدة لم ولن تكون تجربة عابرة في تاريخ الإنسانية وليست بالحدث العابر الذي مر على بني الإنسان وسينتهي ويتلاشى بشكل عفوي أو تلقائي بل كيان موجود يعكس افرزات حقيقية لتطور الحياة الإنسانية وتناميها وتعقيدها، وهي تجسيد حقيقي لمسيرة تطور الحضارة الإنسانية عبر عصور طويلة.
Among these questions, some raise other questions about: Is the United Nations really an international organization with the elements, characteristics, and determinants recognized in the definition of an international organization? Some may not doubt that it is an international organization, but they question the limits of the powers it exercises that go beyond the work limits of international organizations. Has this organization been able to overcome the most prominent organizational and structural challenges facing international life? Can this organization confront the new fundamental changes in the framework of dealing with subjects of international law and the emergence of many non-state actors? Will there be harmony and coexistence between global international organization and regional international organization?Thus, it seems that entering these areas increases the complexity of facts, the complexity of relationships, and the overlap in functions and specializations, with the importance of recognizing that the United Nations has not and will not be a passing experience in the history of humanity and is not a passing event that has passed through human beings and will end and fade away spontaneously or spontaneously, but rather an entity. It exists and reflects real manifestations of the development, growth and complexity of human life, and it is a true embodiment of the process of development of human civilization over long ages.
