لقد مر على إنشاء مخبر تطوير نظم الجودة في مؤسسات التعليم العالي والثانوي بجامعة باتنة1 أزيد من تسع سنوات، ينفذ استراتيجياته وسياساته لتحقيق أهدافه العامة المتمثلة في تطوير نظم محلية لجودة التربية من خلال التجربة التاريخية لمؤسساتنا التعليمية والبحثية الجامعية، بغرض المساهمة فيما تنتجه المخابر من نظم واستراتيجيات التحسين المستمر للمؤسسات في كل مرفولوجياتها. وللبحث الامبيريقي حضور مكثف في استراتيجيات وسياسات المخبر حيث نفذ عدة بحوث لتكوين قاعدة بيانات، ونظم ملتقيات وأصدر مطبوعات، وهو ما من شأنه أن يسمح لنا بتقويمه كتجربة في ضوء التخطيط الاستراتيجي المعتمد كنموذج في جامعة طيبة في المملكة العربية السعودية.
فقد كان لمخبر تطوير نظم الجودة في مؤسسات التعليم العالي والثانوي – رغم حداثة تجربته- محاولات جادة للارتقاء بأدائه ومحاكاة نظرائه من المخابر والجامعات العربية والعالمية، وبذل مجهودا في وضع استراتيجيات تقود إلى إنتاج المعايير الخاصة بجودة التربية والتعليم بهويتها التربوية الخاصة، ورسم استراتيجيات التطوير والتحسين في ضوء ما استقرت عليه تجارب الجودة الشاملة من حيث هي أرقى التجارب العالمية في هذا المجال، إذ أن المخبر كما دلت عليه أدبيات تأسيسه يهتم بالبحث عن أفضل الصيغ وإبداع أرقى النظم والأنساق التربوية الملائمة لصناعة الجودة التعليمية على مستوى تهيئة المدخلات التعليمية والسياسة التعليمية وفلسفتها، مرورا بشرط الإنجاز والعمليات، وانتهاء بمواصفات جودة المخرجات التي تقود مؤسساتنا إلى وضع منتجاتها المعرفية والخبراتية والمؤسسية موضع المنافسة العالمية وبالتالي المساهمة في الإنتاج العالمي. ففي هذا الإطار تأتي هذه المداخلة -باعتبار الباحثتين عضوتين في فرق بحث بالمخبر- كمحاولة لإخضاع تجربة مخبر تطوير نظم الجودة في مؤسسات التعليم العالي والثانوي للتقييم الذاتي بغرض ترقية أدائه نحو الأفضل في تحقيق أهدافه المرحلية بالاعتماد على التخطيط الإستراتيجي.

More than nine years have passed since the establishment of the laboratory for the development of quality systems in higher and secondary education institutions at the University of Batna 1. It implements its strategies and policies to achieve its general goals represented in developing local systems for the quality of education through the historical experience of our university educational and research institutions, in order to contribute to the systems and strategies produced by the laboratories. Continuous improvement of institutions in all their morphologies. The empirical research has an extensive presence in the strategies and policies of the laboratory, as it carried out several researches to form a database, organized forums and issued publications, which would allow us to evaluate it as an experiment in light of the strategic planning adopted as a model at Taibah University in the Kingdom of Saudi Arabia.
The Laboratory for the Development of Quality Systems in Higher and Secondary Education Institutions - despite its recent experience - had serious attempts to improve its performance and simulate its counterparts from Arab and international laboratories and universities. In light of what the total quality experiments have settled on in terms of being the finest international experiences in this field, As the laboratory, as indicated by the literature of its establishment, is interested in searching for the best formulas and creating the finest educational systems and formats suitable for the educational quality industry at the level of preparing educational inputs, educational policy and its philosophy, passing through the condition of achievement and operations, and ending with the quality specifications of outputs that lead our institutions to put their knowledge, expertise and institutional products into place. Global competition and thus contribute to global production. In this context, this intervention comes - as the two researchers are members of research teams in the laboratory - as an attempt to subject the laboratory experience of developing quality systems in higher and secondary education institutions to self-evaluation in order to upgrade its performance for the better in achieving its interim goals based on strategic planning.
