سعت الدراسة إلى التعرف على أوضاع النساء المعنفات وذوات الإعاقة في قطاع غزة، والتعرف على أشكال العنف ضد النساء و ذوات الإعاقة في قطاع غزة بمختلف أنواعه (اللفظي، والنفسي، والجنسي، والاجتماعي، والاقتصادي) ومصادره، وإلقاء الضوء على ردود فعل النساء المعنفات وذوات الإعاقة في قطاع غزة، إزاء العنف الواقع عليهن، وكذلك تحديد أهم الصعوبات والتحديات التي تواجه النساء المعنفات وذوات الإعاقة في قطاع غزة، وبحث أثارها، من أجل الخروج بمجموعة من التوصيات التي من شأنها أن تساهم في حصول النساء المعنفات وذوات الإعاقة في قطاع غزة على حقوقهنّ ووصولهنّ إلى العدالة في المجتمع.
استندت الدراسة على منهجية العرض والوصف التحليلي وذلك بالاستعانة بالدراسات السابقة وذات الصلة والتقارير والمقالات ذات الصلة بموضوع الدراسة إلى جانب تنظيم مجموعتين بؤريتين وذلك لتعزيز منهجية المشاركة والخروج بتصور شبه جماعي تجاه الظاهرة وتفاعلاتها وكذلك تنظيم 7 مقابلات معمقة مع خبراء ومختصين وناشطات نسويات لديهن دراية وخبرة وممارسة وتجربة في مجال المرأة ومتفاعلات مع حالتها لتكوين تصور حول الظاهرة وسبل التدخل والعلاج المناسب للحد منها.
توصلت الدراسة إلى مجموعة من النتائج، أهمها: أن الكثير من النساء وذوات الاعاقة اللواتي تعرضن للعنف يجهلن حقوقهن، وهو ما دفعهن إلى الاحجام عن تقديم الشكوى أو رفع دعاوى أمام القضاء أو الجهات المختصة، وكذلك وجود قناعة راسخة لدى الكثير من النساء المعنفات وذوات الاعاقة بعدم جدوى التبليغ عن الحالات التي تعرضن لها من عنف مبني على النوع الاجتماعي وحرمانهن من حقوقهن، كما ساهم الواقع الاقتصادي المتردي وانتشار جائحة كوفيد – 19 والعدوان الإسرائيلي الأخير على قطاع غزة بشكل مباشر وغير مباشر في تصاعد العنف المسلط على النساء وذوات الإعاقة في قطاع غزة وتسبب في آثار نفسية سلبية عليهن.
وخرجت الدراسة بمجموعة من التوصيات أهمها: ضرورة وجود قوانين تحمي النساء وذوات الإعاقة من العنف المسلط عليهن والعمل على تنفيذها، وضرورة توفير استشارات قانونية مجانية للنساء المعنفات وذوات الإعاقة، وحث الحكومة على تغيير توجهاتها وسياساتها والاستجابة للحالات الطارئة التي يتم التبليغ عنها، بما يشجع النساء على التبليغ عن قضاياهن ومساعدتهن في الحصول على حقوقهن.

The study sought to identify the conditions of abused women and women with disabilities in the Gaza Strip, and to identify forms of violence against women and women with disabilities in the Gaza Strip of its various types (verbal, psychological, sexual, social, and economic) and its sources, and to shed light on the responses of abused women and women with disabilities. Disability in the Gaza Strip, in the face of violence against them, as well as identifying the most important difficulties and challenges facing abused women and women with disabilities in the Gaza Strip, and examining their effects, in order to come up with a set of recommendations that would contribute to abused women and women with disabilities in the Gaza Strip obtaining their rights and their access to justice in society.
The study was based on the analytical presentation and description methodology, using previous and relevant studies, reports and articles related to the subject of the study, in addition to organizing two focus groups in order to enhance the methodology of participation and reach a semi-collective perception of the phenomenon and its interactions, as well as organizing 7 in-depth interviews with experts, specialists and feminist activists who They have knowledge, experience, practice and expertise in a woman's field and interact with her condition to form a perception of women. The phenomenon and methods of intervention and appropriate treatment to reduce it.
The study reached a set of results, the most important of which are: that many women and women with disabilities who have been subjected to violence are ignorant of their rights, which prompted them to refrain from filing complaints or filing lawsuits before the judiciary. The competent authorities, in addition to the firm conviction of many abused women and women with disabilities that it is useless to report cases of gender-based violence and deprive them of their rights. The COVID-19 pandemic and the recent Israeli aggression on the Gaza Strip also contributed directly and indirectly to the escalation of violence against women and persons with disabilities in the Gaza Strip and had negative psychological effects on them.
The study came out with a set of recommendations, the most important of which are: the necessity of having laws that protect women and persons with disabilities from violence against them and working to implement them, and the necessity of providing free legal advice to battered women and women with disabilities, and urging the government to change its orientations and policies and respond to reported emergencies, in order to encourage women to report their cases and help them obtain their rights.
