الملخص
هدفت الدراسة إلى تحديد أثر حوكمة تكنولوجيا المعلومات على أداء الجامعات الليبية من وجهة نظر أعضاء هيئة التدريس. وقد تم الاعتماد على المنهج الوصفي التحليلي لكونه يقوم بدراسة الظاهرة كما هي بالواقع ويصفها وصفا دقيقا ومن تم القيام بتحليلها للوصول إلى النتائج. ومن أجل تجميع بيانات الدراسة تم استخدام استمارة الاستبيان، حيث وزعت إلكترونيا على مواقع التواصل الاجتماعي(Facebook) لعدد من الجامعات الليبية، إضافة إلى (Gmail, WhatsApp)، وقد تم الحصول على عدد (3006) استمارة. ولتحليل البيانات التي تم تجميعها استخدم البرنامج الإحصائي (SPSS).
وقد توصلت إلى عدد من النتائج أهمها وجود علاقة طردية تربط بين كل من حوكمة تكنولوجيا المعلومات وأداء الجامعات الليبية، كما إن استخدام تكنولوجيا المعلومات المحوكمة يؤدي إلى تحسين الأداء من خلال إنجاز الأعمال بسرعة وكفاءة ودقة وبتكاليف أقل، كما يؤدي استخدامها إلى تعزيز الشفافية والمساءلة من خلال نشر المعلومات والبيانات على موقعها الالكتروني وجعلها في متناول أعضاء هيئة التدريس والباحثين وكذلك الطلاب. كما خلصت الدراسة إلى عدد من التوصيات أهمها ضرورة تبني مفهوم حوكمة الجامعات واعتباره من الضروريات لاعتمادها وربطها بالجودة ومعايير الاعتماد للجامعات، كما أوصت الدراسة بضرورة تبني مؤشرات يمكن الاعتماد عليها لتقييم الأداء بالجامعات.

Abstract
The goal of the study was to ascertain, how Information Technology Governance affected the performance of Libyan institutions from the viewpoint of faculty members. The descriptive analytical method, which examines the phenomena as it is, accurately characterizes it, and then analyzes it to get results, was used in this research. A questionnaire was employed and distributed electronically on social networking sites (Facebook) for several Libyan universities as well as (Gmail and WhatsApp), and (3006) forms were obtained. A statistical program (SPSS) was used to analyze the data.
The study reached numerous outcomes. The most significant of these is the existence of a strong positive correlation between information technology governance and the performance of Libyan universities; the use of it improving performance through the completion of work quickly, efficiently, accurately, and at lower costs; and usage leads to increased transparency and accountability by publishing information and data on its
website and making it available to faculty members, researchers, as well as students. The study also came to some recommendations, including the necessity of adopting the concept of university technology governance by National Center for Quality Assurance and Accreditation of Educational and Training Institutes, considering it a requirement, connecting it to standards of quality and accreditation for universities, and the requirement for trustworthy indicators to evaluate performance in universities.
