ملخص البحث :
هدف البحث الحالي إلى معرفة أهمية كفايات التخطيط الإستراتيجي اللازمة للقيادات الإدارية بجامعة إب ، من وجهة نظر عدد من القادة الإداريين في جامعة إب ، وعدد من الأكاديميين المتخصصين في الجامعات اليمنية . وقد استخدم الباحث المنهج الوصفي المسحي تحقيقا لأهداف البحث ، واتساقا مع منهج البحث وطبيعة مشكلته ، فقد استخدم الباحث أسلوب "دلفي المعدل" والذي يهدف إلى اتخاذ قرار جماعي . حيث تمثل مجتمع البحث الأصلي بالخبراء الأكاديميين في الجامعات اليمنية . ولقد اختار الباحث عينة قصدية لهذا البحث من الخبراء المتخصصين الذين يمثلون مجتمع البحث الأصلي ، وذلك لضمان اختيار خبراء من عدة جهات مختلفة ، شملت (10) جامعات يمنية حكومية وأهلية بالإضافة إلى مجلس الاعتماد الأكاديمي ، وقد بلغ عددهم (20) خبيرا.
ولغرض تحقيق أهداف البحث استخدم الباحث استبانة مغلقة ، نظرا لما يقتضيه أسلوب "دلفي المعدل" ، تضمنت (76) فقرة شملت ستة مجالات هي (كفايات التخطيط للتخطيط الإستراتيجي – كفايات التحليل البيئي الإستراتيجي للجامعة – كفايات صياغة التوجهات الإستراتيجية – كفايات إعداد الخطة الإستراتيجية – كفايات تنفيذ الخطة الإستراتيجية – كفايات الرقابة والتقويم للخطة الإستراتيجية) . وفي ضوء أهداف البحث ، استخدم الباحث برنامج الحقيبة الإحصائية (SPSS) في تحليل بيانات بحثة . وخلص البحث إلى جملة من النتائج أهمها : موافقة الخبراء المشاركين بدرجة كبيرة حول كفايات التخطيط الإستراتيجي اللازمة للقيادات الإدارية بجامعة إب ، بنسبة موافقة (98.38%) لأفراد العينة (الخبراء) . وقد خلص الباحث إلى جملة من التوصيات أهمها :
- رصد ميزانية كاملة للإعداد والتنفيذ والتقويم .
- منح الصلاحيات الكاملة لفريق إعداد الخطة بما يمكنهم من تنفيذ الخطة دون معوقات .
كما قدم الباحث مجموعة من المقترحات أهمها : إجراء دراسة علمية ميدانية تهدف إلى بناء برنامج تدريبي مقترح لتنمية كفايات التخطيط الإستراتيجي اللازمة للقيادات الإدارية بالجامعات اليمينة .

Research Summary :
This current research aimed to determine the competencies of the strategic planning needed for the administrative leaders at the University of Ibb, from the perspective of a number of administrative leaders at the University of Ibb, and a number of specialized academics in Yemeni universities. The researcher used the descriptive method to achieve the research objectives, and in keeping with the research methodology and the nature of it,s problem, the researcher used the method of "Delphi modified" which aims to make a collective decision. The original research community is represented by academic experts at Yemeni universities. The researcher chose an objective sample of this research from experts who represent the original research community to ensure the selection of experts from different bodies, including 10 Yemeni public and private universities as well as the Academic Accreditation Council.
In order to achieve the objectives of the research, the researcher used a closed questionnaire, as required by the method of "Delphi modified", included (76) article covering six areas. (The competencies of the strategic planning planning - the competencies of the strategic environmental analysis of the university - the competencies of the formulation of strategic directions - the competencies of the preparation of the strategic plan - the competencies of the implementation of the strategic plan - the competencies of the control and evaluation of the strategic plan). In the light of the research objectives, the researcher used the Statistical Syster Program (SPSS) in the analysis of research data. The study concluded with a number of results, the most important of which were: the approval of the experts who are highly involved in the strategic planning competencies required for the administrative leadership at Ibb University, with the approval of (98.38%) of the sample members (experts). The researcher concluded with a number of recommendations, the most important of which are:
- Monitoring a full budget for the preparation, implementation and evaluation.
- Grant full powers to the team preparing the plan so that they can implement the plan without obstacles.
The researcher also presented number of proposals, the most important of them are: Making a field study aimed to build a proposed training program to develop the strategic planning competencies necessary for the administrative leadership in Yemeni universities.
