هدفت هذه الدراسة إلى التعرف على واقع دور كفاءة نظام الاتصالات الإدارية في رفع مستوى الأداء الوظيفي لدى مديري المدارس بالتعليم الأساسي والثانوي ببلدية الأبيار، وتقديم عدد من النتائج للوقوف على هدف الدراسة، واعتمد الباحث في درسته على المنهج الوصفي التحليلي، حيث طبقت هذه الدراسة على مجتمع الدراسة والبالغ (44) مديراً. و تم استخدام أَسلوب المسح الشامل، ولتحقيق أَهداف الدراسة، تمت الاستعانة ببرنامج الحزم الإِحصائية للعـــلوم الاجتـــماعية (SPSS).
وقد توصلت هذه الدراسة إلى مجموعة من النتائج أهمها ما يلي:
1. تؤدي مساهمة كفاءة نظام الاتصالات الإدارية دوراً مهماً في حل المشكلات التي تواجه المديرين، وكانت مرتفعة جداً، وبلغت بمتوسط حسابي (4.1685) أي بنسبة (83%) تقريباً.
2. أَظهرت النتائج أَنَّ مساهمة كفاءة تقنيات الاتصالات الإدارية المستخدمة في المدارس العامة لها دوراً مهماً في رفع مستوى الأداء الوظيفي لدى المديرين، وكانت مرتفعة جداً، حيث بلغت بمتوسط حسابي (4.0733) وبنسبة (81 %) تقريباً.
3. تبين أَنَّ مستوى معوقات الاتصالات الإدارية كان مرتفعاً جداً، حيث بلغ بمتوسط حسابي (4.0804) وبنسبة مئوية (82%) تقريباً.
4. بالرغم ما أظهرته النتائج في الفقرة 1 و 2 على ارتفاع متوسط الحسابي لكفاءة النظام وتقنياته المستخدمة إلا أنَ مستوى معوقات الاتصالات الإدارية كان مرتفعاً جدأ، فالمدراء يقومون بقدر الإمكان بالتغلب على المعوقات بالرغم من قلة امكانيات الاتصالات في المدارس قيد الدراسة.

The current study aims to identify the actual role of managerial communication system effectiveness in uplifting the level of job performance of elementary and secondary schools' staff within Elabyar district. It also attempts to present a set of results that make the study objective clear. For the study purpose, an analytical, descriptive method was adopted. The study was conducted on a population consisted of 44 principals. A comprehensive survey technique was used to attain the study objectives. Statistical Package for Social Sciences (SPSS) was also utilized.
The following are the main outcomes obtained:
1. Effectiveness of managerial communication system contribution undertakes a significant role in solving the problems that principals encounter. This contribution was very high, as the arithmetic mean amounted to 4.1685, that is, almost 83%.
2. The results also revealed that the contribution of the effectiveness of managerial communication techniques used in public schools has a major role in elevating the level of job performance of teachers. This contribution was also very high, where the arithmetic mean reached 4.0733, that is, almost 81%.
The degree of managerial communication hindrances was very high with arithmetic mean of 4.0804, that is, almost 82%. 3
4. In spite of the first two outcomes, the level of obstacles of managerial communication was very high. Principals were doing their best to overcome such hindrances despite of managerial communication deficiency in schools under study.
