يعاني الاقتصاد الفلسطيني من اختلال هيكلي عميق ما بين الادخار والاستثمار، يظهر في عدم كفاية الادخار القومي المتاح، وعجزه عن تغطية الاستثمار المحلي الإجمالي، مما يعيق تحقيق تنمية حقيقية ومستدامة وسوية للاقتصاد الفلسطيني، وبالتالي اضطر الاقتصاد الفلسطيني لتغطية هذه الفجوة من مصادر خارجية والتي كان معظمها من المساعدات الخارجية التي تقدم من قبل الدول المانحة.
تكمن أهمية الدراسة في أهمية موضوعها حاضراً ومستقبلاً، حيث أن دراسة فجوة الموارد المحلية تمثل موضوعاً هاماً يتعلق بأحد الاختلالات الرئيسية في الاقتصاد الفلسطيني.
هدفت هذه الدراسة إلىتحديد حجم فجوة الموارد المحلية التي يعاني منها الاقتصاد الفلسطيني، وتحليل تطوراتها ومن ثم التعرف على أسباب وجودها، وأيضًا دراسة طرق تمويل فجوة الموارد المحلية من المصادر المختلفة
تطرّقت الدراسةإلى مفهوم فجوة الموارد المحلية والاتجاهات الفكرية لتفسير الفجوة، كما تناولت بالتحليل تطور فجوة الموارد المحلية وأسبابها والآثار المترتبة على فحوة الموارد المحلية، ومن ثم مصادر تمويل فجوة الموارد المحلية، وآليات معالجتها بالاعتماد على القدرات الذاتية.
استخدم الباحث في تحليله للظواهر والمتغيرات الاقتصادية، المنهج الوصفي للظواهر والمتغيرات ذات العلاقة بموضوع الدراسة، وذلك بالاستناد إلى البيانات والإحصاءات والسلاسل الزمنية المستقاة من مصادرها الرسمية والمتمثلة بشكل أساسي في إحصاءات الجهاز المركزي للإحصاء الفلسطيني، بالإضافة إلى الإحصاءات التي توفرها المؤسسات الدولية، مضافاً لذلك الأبحاث والدراسات الجادة ذات الصلة.
توصّلت الدراسة إلى أن الادخار المحلي يعجز عن تغطية الاستثمار المحلي، وبالتالي الاعتماد على مصادر التمويل الخارجي لتغطية فجوة الموارد المحلية.
أوصت الدراسة اتباع آليات ومقترحات لعلاج فجوة الموارد المحلية من خلال إستراتيجية تمويل فجوة الموارد المحلية بالاعتماد على الذات باعتبار أن هذه الإستراتيجية أكثر قدرة من غيرها على معالجة فجوة الموارد المحلية، كما أنها تجنب الاقتصاد الفلسطيني من احتمالية نشوء أية تشوهات أو اختناقات مرافقة لعملية التنمية في المستقبل.

The Palestinian economy suffers from deep structural imbalance between savings and investment, and shows inadequacy in available national savings in addition to inability to cover the gross domestic investment which impedes achieving real and sustainable Palestinian economy.
The Palestinian economy has been forced to bridge this gap from external resources which, in turn depend most of them on foreign aids given by the donor countries.
The significance of this study lies in the fact that it is serious in its topics present and future. Studding the domestic resources gap represents an important topic regarding the main imbalance of the Palestinian economy.
The main objective of this study is to determine the size of the domestic resources gap suffered by the Palestinian economy and analyzing its development and identifying the reasons of its existence and considering ways of financing the domestic resources gap from different resources.
Also, the study addressed the concept of domestic resources gap and the intellectual trends need to explain this gap and analyzed the development of the local resources and their causes in addition to implications of the local resources gap and mechanisms to mend it through depending on self-capability.
In analyzing the phenomenon and economic variable, the researcher used the descriptive approach to study the variables relevant to the topics of the study through depending on data, statistics and time serials derived from its official resources from the central bureau of statistics in addition to other statistics provided by international institutions plus researches and studies related to the topic.
The study concluded that the domestic savings is unable to cover the local investment which leads to significant dependence on external resources to cover the gap.
The study recommends to follow mechanisms and proposals to mend the gap through employing a strategy of self-dependence to finance the gap because it represent the best way to avoid the Palestinian economy the likelihood of any distortion to the development process in the future.
