مع تزايد عدد المنظمات وكبر حجمها وتزايد مسؤولياتها والمهام الملقاة على عاتقها، وفي ظل تحديات العولمة والانفتاح على العالم، وما نجم عن ذلك من منافسه شديدة بين المؤسسات والشركات على كافة الأصعدة، وحتى تواكب هذه المؤسسات التطورات السريعة. وحيث أن معظم الدراسات أثبتت أن العنصر البشري هو لبنة البناء الأساسية لتلك المؤسسات، وهو السفينة التي تقود المؤسسة للوصول إلى بر الأمان وتحقيق الهدف المطلوب، فإنه أصبح لزاماً على تلك المؤسسات ايلاء مزيداً من الاهتمام وتوفير الراحة والطمأنينة لهذا العنصر البشري، حتى تستطيع تلك المؤسسات تحقيق الميزة التنافسية والوصول إلى التميز التنظيمي المنشود لتنافس نظيراتها من المؤسسات من خلال التطوير والتحسين المستمر، والذي يتأتى من خلال العنصر البشري الذي يمتلك المعرفة (رأس المال المعرفي)، وهذا يتم من خلال تطبيق معايير الجودة الشاملة للوصول إلى الأفضل والتميز، حيث يمثل رأس المعرفي حجر الأساس في تحقيق الجودة الشاملة في المنتجات والخدمات التي تقدمها المنظمات على مختلف أنواعها، وحيث أن الوصول إلى الجودة الشاملة دون معيبات، يتطلب السيطرة الشاملة على المدخلات، وكذلك السيطرة الشاملة على العمليات، للحصول على مخرجات ذات جودة عالية (معيب صفري)، فإن هذه العمليات والسيطرة وتطويرها وتحسينها بشكل مستمر تتطلب مهارات فكرية ومعرفية مبدعه، وهذا ما يوفره العنصر البشري الذي يمتلك المعرفة المنشودة.

And since most studies have proven that the human element is the basic building block for these institutions, and it is the ship that leads the institution to reach safety and achieve the desired goal, it has become imperative for these institutions to pay more attention and provide comfort and reassurance to this human element, so that these institutions can achieve Competitive advantage and access to the desired organizational excellence to compete with its counterparts from the institutions through continuous development and improvement, which comes through the human element that possesses knowledge (knowledge capital), and this is done through the application of comprehensive quality standards to reach the best and distinction, Where the knowledge head represents the cornerstone in achieving total quality in the products and services provided by organizations of all kinds, and since access to total quality without flaws requires comprehensive control over inputs, as well as comprehensive control over operations, to obtain high quality outputs (zero defect ), These processes and control and their continuous development and improvement require creative intellectual and cognitive skills, and this is what is provided by the human element who possesses the desired knowledge.
