هدف البحث الحالي إلى بناء أنموذج مقترح لحوكمة الجامعات اليمنية وذلك من خلال التعرف على واقع الحوكمة في الجامعات اليمنية الحكومية بحسب ما أشارت إليه الوثائق الرسمية، والتعرف على درجة أهمية حوكمة الجامعات من وجهة نظر الخبراء.
واستخدم الباحث المنهج الوصفي بنوعيه المسحي والتحليلي، حيث تم مسح البيانات والمعلومات وتحليلها على مرحلتين: في المرحلة الأولى تم مسح وتحليل الوثائق الرسمية (التشريعات والقوانين والتقارير والاستراتيجات) ذات العلاقة بموضوع البحث. وفي المرحلة الثانية تم جمع البيانات والمعلومات عن طريق استبانة مغلقة، تم بناؤها وفق الخطوات المنهجية، وبعد التأكد من صدقها وثباتها، تم تطبيقها وفق أسلوب دلفي المعدل على عينة البحث المكونة من (46) خبيراً تم اختيارهم بطريقة قصدية.
وتوصل البحث إلى النتائج الآتية:
- وجود ضُعف في الواقع الممارس للحوكمة في الجامعات اليمنية؛
- أن درجة أهمية حوكمة الجامعات من وجهة نظر الخبراء بشكل عام كانت (كبيرة جداً)، بوسط مرجح (4.649)، وبوزن مئوي (%92.98)؛
- أن درجة أهمية حوكمة الجامعات لكل مبدأ من مبادئ حوكمة الجامعات من وجهة نظر الخبراء كانت (كبيرة جداً)؛ حيث حصل مبدأ الشفافية على وسط مرجح (4.809)، ووزن مئوي (%96.19)، وحصل مبدأ الاستقلالية على وسط مرجح (4.715)، ووزن مئوي (%94.30)، وحصل مبدأ المساءلة على وسط مرجح (4.676)، ووزن مئوي (%93.52)، وحصل مبدأ المشاركة على وسط مرجح (4.398)، ووزن مئوي (%87.97)؛
- بناء أنموذج لحوكمة الجامعات يتكون من منظومة متكاملة من السياسات والهياكل والعلاقات المتبادلة القائمة على مبادئ الشفافية والاستقلالية والمساءلة والمشاركة التي تُؤدي إلى تحقيق الجودة والميزة التنافسية وزيادة الكفاءة والفاعلية في أداء الجامعات اليمنية، ويتأثر هذا الأنموذج إيجاباً وسلباً بوجود عدد من العوامل السياسية والقانونية والاجتماعية والثقافية والاقتصادية والإدارية والتكنولوجية.

The present study aimed to construct a proposed model for Yemeni universities governance by means of identifying the realities of governance in the Yemeni government universities according to what the official documents offers, and to find out the significance degree of Yemeni universities governance from the view point of the experts.
The study followed the descriptive method in its survey and analytical types. The survey and analysis of the data and information were done in two phases. The first phase was meant to survey and analyze the official documents, which included legislations, laws, reports, and strategies relevant to the subject under the study. The second phase was to collect the data and information by means of a closed questionnaire, which was designed in accordance with the methodological procedures. After the verification of the validity and reliability of the tool, it was applied by using Delphi modified style on the sample of the study which consisted of (46) experts selected according to the purposive method.
The study has reached the following results:
-There is weaknesses in in the real practices of governance in the Yemeni universities against the official documents and the relevant studies.
- The importance degree of the universities was found generally (very high) from the view point of the experts with weighted arithmetic mean of (4.649), and percentage weight of (%92.98).
- The importance degree of the universities governance for each of the universities governance principle from the view point of the experts was found (very high); the transparency principle got weighted arithmetic mean of (4.809), and percentage weight of (%96.19). The autonomy principle received weighted arithmetic mean of (4.715), and percentage weight of (%94.30), while the accountability principle got weighted arithmetic mean of (4.676), and percentage weight of (%3.52), and the participation principle gained weighted arithmetic mean of (4.398), and percentage weight of (%87.97).
- Designing a model for Yemeni universities governance contains a set of policies and structures, based on transparency, autonomy, accountability, and participation principles, that lead to enhancing performance efficiency and effectiveness and achieve quality and competitive feature in the Yemeni universities, which, in turn, get influenced by a set of political, legal, economic, social, cultural, administrative and technological factors.
