هدفت الدِّراسة تقديم تصوُّر مُقترح لتحقيق التَّميُّز الإداري للقيادات التَّربوية بالمدارس المُتوسطة في التَّعليم العَام بدولة الكويت في ضوء مدخل الإدارة بالنَّتائج، من خلال التَّعرف على الأُطر النَّظرية والفكرية لمدخلي التَّميُّز الإداري والإدارة بالنَّتائج للقيادات التَّربوية وفي المُؤسسات التَّعليمية في الأدبيات الإدارية المُعاصرة، والتَّعرُّف على ملامح الإدارة المدرسية بمرحلة التَّعليم المتوسط بالتَّعليم العام بدولة الكويت، والتَّعرُّف على واقع التَّميز الإداري لدى القيادات التَّربوية بالمدارس المُتوسطة في التَّعليم العَام بدولة الكويت في ضوء مدخل الإدارة بالنَّتائج.
استخدمت الباحثة المنهج الوصفي، لكونه منهج مُناسب لتحقيق أهداف الدِّراسة، كما استخدمت الباحثة الأسلوب الإحصائي الوصفي لمُعالجة نتائج الإطار الميداني، وتمَّ إعداد إستبانة مُكونة من أربع محاور رئيسية، وعدد عبارات الإستبانة(94) عبارة، للتَّعرف على واقع تحقيق معايير التَّميُّز الإداري للقيادات التَّربوية بالمدارس المُتوسطة للبنين في التَّعليم العَام بدولة الكويت، ومُعوقات تحقيق التَّميَّز الإداري لدى القيادات التَّربوية بالمدارس المُتوسطة للبنين في التَّعليم العَام بدولة الكويت، وواقع استخدام القيادات التَّربوية بالمدارس المُتوسطة بدولة الكويت لمدخل الإدارة بالنَّتائج، وتحقيق التَّميُّز الإداري للقيادات التَّربوية بالمدارس المُتوسطة للبنين في التَّعليم العَام بدولة الكويت في ضوء مدخل الإدارة بالنَّتائج.
لطبيعة الدِّراسة اختارت الباحثة عيِّنة عشوائية، وقد بلغ أفراد العيِّنة (415) من القيادات التَّربوية بالمدارس المُتوسطة للبنين بدولة الكويت، والمُتمثلة في: مُدراء المدارس، والمُدراء المُساعدين، ورؤساء الأقسام.
وقد أسفرت نتائج الدِّراسة إلى تقديم تصوُّر مُقترح للدِّراسة يهدف إلى تحقيق التَّميُّز الإداري للقيادات التَّربوية بالمدارس المُتوسطة في التَّعليم العَام بدولة الكويت في ضوء مدخل الإدارة بالنَّتائج، والذي يتمثَّل في: أهداف وأهمِّية التَّصور المُقترح، ومرتكزاته وآليات تحقيق التَّصور المُقترح، ومُتطلبات تنفيذ التَّصور المُقترح، ومُعوقات تنفيذه، ومُتطلبات نجاح التَّصور المُقترح.

Title of the Study: Achieving Administrative Excellence for Educational Leaders In Middle Schools In Public Education In The State of Kuwait In The Light of Results-Based Management Approach Study: A Field Study
The Study aimed to provide a proposed vision to achieve administrative Excellence for Educational Leaders in Middle Schools in public Education in the State of Kuwait in light of the Results-Based Management Approach, through: Identifying the theoretical and Intellectual frameworks of the two approaches to Administrative Excellence and Results-Based Management Approach in Educational Institutions in light of Contemporary Administrative Literature, and recognizing the Reality of Administrative Education At the Educational Leaderships in Intermediate Schools in Public Education in the State of Kuwait in light of the Results-Based Management Approach.
The Researcher used the descriptive Approach, as it is an appropriate Method to achieve the objectives of the Study, and the researcher also used the descriptive statistical method to treat the results of the field frame, and a Questionnaire was prepared consisting of four main axes, and the Number of Questionnaire phrases (94) statements, to identify the reality of achieving standards of administrative Excellence for Educational Leaders in Schools The Intermediate School Education for boys in public Education in the State of Kuwait, the obstacles to the application of Administrative Distinction among Educational leaders in Middle Schools for boys in public Education in the State of Kuwait, and the reality of the Educational Leaders 'use in Intermediate Schools in the State of Kuwait for Results-Based Management Approach, and the Achievement of Administrative Excellence for Educational Leaders in Kuwait’s Middle Schools Results-Based Management Approach.
Because of the nature of the Study, the Researcher chose a random sample, and the sample Members reached (415) of the Educational Leaderships in the Middle Schools for boys in the State of Kuwait, represented by: School principals, Assistant Directors, and Department Heads.
The Study Concluded with presenting a proposed vision for the Study aimed at Achieving Administrative Excellence for Educational Leaderships in Middle Schools in public Education in the State of Kuwait in Light of Results-Based Management Approach, which is represented in: the concept, objectives and Importance of Implementing the proposed vision, the bases and requirements for the Implementation of the proposed vision, and the requirements for the Implementation of the proposed vision. The Success of the proposed Scenario.
