أن وجود المجتمع والحاجة إلى تنظيمه للوصول إلى تحقيق أهدافه يقتضي دائماً اتخاذ قرارات ثم تنفيذها، الأمر الذي يتطلب استخدام القوة حيناً، أو التهديد بها أحياناً أخرى، وعليه فإن العنف هو واقعة ملازمة للحياة الاجتماعية، فظاهرة العنف ظاهرة أزلية ترافقت مع ظهور الإنسان على الأرض حيث وجه الإنسان عنفه أولاً نحو الطبيعة ليحمي نفسه، وليحصل قوت يومه ثمَّ مع تعقد الحياة، والعلاقات بين البشر وتشابك المصالح ظهرت ممارسة العنف بين البشر. وبما أن الإرهاب هو صورة من صور العنف السياسي، فان حداثة موضوعه من جهة وانقسام وتشتت الآراء حول تحديد مفهومه من جهة أخرى أدى إلى تعثر الجهود الدولية الرامية للتوصل إلى مفهوم عام وشامل للإرهاب، وبناءً عليه أن دراسة ظاهرة العنف وتحليلها تتطلب تحديد معنى العنف والإرهاب لغةً واصطلاحاً، ومن ثم محاولة التمييز بينهما.

The existence of society and the need to organize it in order to achieve its goals always requires taking decisions and then implementing Them, Which requires the use of force at times, or the threat of it at other times, and therefore violence is a fact inherent in social life, It is also an eternal phenomenon that coincided with the appearance of man on earth, where man first directed his violence towards nature to protect himself, And for his day to survive and then with the complexity of life, relations between people and entanglement of interests, violence between humans emerged.
And since terrorism is a form of political violence, the novelty of its subject on the one hand, and the division and dispersion of opinions on defining its concept on the other hand, has led to the failure of efforts to reach a general and comprehensive concept of terrorism, and accordingly, studying and analyzing the phenomenon of violence requires defining the meaning of violence and terrorism in a language Idiomatic and then try to distinguish between them.
