هدفت الدراسة إلى معرفة قواعد الحوكمة وأثرها في مكافحة ظاهرة الفساد في مؤسسات القطاع العام في الضفة الغربية من وجهة نظر موظفيها، اتبع المنهج الوصفي الإرتباطي بتطبيق استبانة على عينة بلغ حجمها (382) موظف وموظفة، فبعد جمع البيانات وتحليلها أظهرت النتائج أن درجة توظيف مؤسسات القطاع العام في الضفة الغربية لقواعد الحوكمة كانت متوسطة، كما أن إنتشار الفساد بشقية الإداري والمالي كان أيضاً بدرجة متوسطة، وتبين وجود علاقة سالبة بين تطبيق قواعد الحوكمة، وإنتشار الفساد، ووجود أثر لدرجة توظيف مؤسسات القطاع العام في الضفة الغربية للحوكمة في درجة انتشار الفساد الإداري والمالي وذلك على بعد سيادة القانون، وأوصى الباحثون بضرورة أن تدفع السلطة الوطنية الفلسطينية باتجاه تعزيز تطبيق قواعد الحوكمة في القطاع العام، وتهيئة البيئة المناسبة لذلك، وبذل جهودًا إضافية باتجاه محاربة الفساد، والحرص على تطبيق سيادة القانون كأحد أبعاد الحوكمة كسبيل لمحاربة الفساد الإداري والمالي.

The study aimed at knowing the governance principles and its impact on combating corruption in public sector institutions in the West Bank. From perspective of its employees, the descriptive approach was followed by applying a questionnaire to a sample of 382 employees. After the data collection and analysis, results showed that The degree of governance employment in public sector institutions in the West Bank was medium, it also showed prevalence of corruption in the administrative and financial sectors was also medium, and there was a negative relationship between implementation of governance principles, and spread of corruption, also there was impact for degree of employment governance in public sector institutions in the West Bank in the degree of prevalence of administrative and financial corruption on sovereignty of law domain. The researchers recommended that the Palestinian National Authority should promote the implementation of governance rule in the public sector, create the appropriate environment for that, make additional efforts to combat corruption and ensure that the sovereignty of law as it considers one of the governance dimensions to combat administrative corruption, and financial institutions.
