هدفت الدراسة إلى الوقوف على أهم معوقات تطبيق إدارة الجودة الشاملة في الجامعات فلسطينية، من وجهة نظر أعضاء هيئة التدريس في الجامعة العربية الأمريكية، على اعتبار أنها أحد نماذج هذه المؤسسات، واتبع الباحثان المنهج الوصفي من خلال تصميم استبانة بهدف جمع البيانات من عينة الدراسة التي بلغ حجمها (68) عضواً، وبعد جمع البيانات وتحليلها أظهرت النتائج وجود دلالة لمعيقات تطبيق إدارة الجودة الشاملة في جميع مجالات الدراسة المتمثلة بالجوانب القيادية، والجوانب المعرفية، وإجراءات تنظيم عمل المؤسسة، وإجراءات البحث العلمي، وجوانب خدمة المجتمع. كما يبت النتائج وجود فروق دالة إحصائياً بين متوسطات إجابات أعضاء الهيئة التدريسية فيما يتعلق بالمعوقات وذلك تبعا لمتغير الجنس لصالح الذكور، وتبعا لمتغير المؤهل العلمي لصالح حملة درجة الدكتوراه، في حين تبين عدم وجود فروق في المعوقات تبعا لمتغير سنوات الخبرة. وأوصت الدراسة بأهمية مراجعة الجامعة للإجراءات التنظيمية التي تتبعها لتنظيم عملها، وأهمية إشراك أعضاء هيئة التدريس في العملية الإداري
الملخص الانجليزي
This study aimed at identifying the most important obstacles which limit the
implementation of the Total Quality Management (TQM) in the Palestinian Universities
from the perspective of the Arab American University (AAU) faculty, chosen here only as
a model of the said institutions. The researchers adopted the descriptive analytical
approach, by designing a questionnaire in order to gather data from the study sample of
(68) )AAU( faculty members. After gathering the data and analyzing them, results showed
that there is a significance of the obstacles, which limit the implementation of total quality
management in all areas of the study: leadership aspects, cognitive aspects, work
procedures of the organization, scientific research, and community service aspects.
The results showed a differences of statistical significance among the average
responses to the obstacles, according to the sex variable in favor of males, according the
educational qualification, the variable was in favor of the Ph.D holders while no
differences in the obstacles were found according to the variable of the years of
experience.
The study made recommendations to the university concerned to review its
organizational work rules, and to further increase the involvement of the faculty members
in the various areas of the administrative process
