هدفت الدراسة إلى اقتراح دليل تدريبي تربوي لتطوير كفايات القيادات في الجامعات الليبية استناداً إلى المعايير المهنية الأمريكية للقادة التربويين (PSEL)، تكوّن مجتمع الدراسة من رؤساء الجامعات، وعمداء الكليات، وكذلك رؤساء الأقسام بالجامعات الليبية الرسمية في الأقاليم الثلاثة، وتم تحديد كل من (جامعة طرابلس)، الجامعة (الأسمرية)، (جامعة مصراته) لإقليم طرابلس، و(جامعة سبها) لإقليم فزان، و(جامعة بنغازي) لإقليم برقة. وقد بلغ عددهم (271)، حسب إحصائيات وزارة التعليم العالي للعام (2021- 2022)، تم اختيار عينة طبقية عشوائية من القيادات الأكاديمية باستخدام معادلة ستيفن ثامبسون Steven K. Thampson))، إذ بلغت (159) من القيادات الأكاديمية بالجامعات الليبية بالأقاليم الثلاثة.
ولتحقيق أهداف الدراسة تم تطوير استبانة لتحديد درجة توفر الكفايات القيادية في الجامعات الليبية بناء على المعايير المهنية الامريكية للقادة التربويين مكونة من (60) فقرة؛ وزعت على (9) مجالات هي: (الرؤية، والقيم الأساسية، الأخلاقيات والقواعد المهنية، المناهج وبرامج التعليم والتقييم، بيئة محفزة وداعمة للطلبة، تنمية القدرات المهنية لموظفي الجامعة، المجتمع المهني لأعضاء هيئة التدريس والموظفين، المشاركة الهادفة في الداخل والخارج، العمليات والإدارة، تحسين دور الجامعة وصورتها). وقد أسفرت الدراسة على النتائج الآتية:
- أن درجة توفر الكفايات القيادية في الجامعات الليبية استناداً إلى المعايير المهنية الأمريكية للقادة التربويين جاءت بدرجة منخفضة للمجالات جميعها.
- أن درجة أهمية توفر الكفايات القيادية في الجامعات الليبية استناداً إلى المعايير المهنية الأمريكية للقادة التربويين جاءت بدرجة مرتفعة للمجالات جميعها.
- لا توجد فروق ذات دلالة إحصائية في واقع الحاجة إلى توفر الكفايات القيادية في الجامعات الليبية استناداً إلى المعايير المهنية الامريكية للقادة التربويين عند مستوى دلالة (0.05 = α) تعزي إلى متغيري (المركز الوظيفي – والجنس) عند عينة الدراسة.
- توجد فروق ذات دلالة احصائية في واقع الحاجة إلى توفر الكفايات القيادية في الجامعات الليبية استناداً إلى المعايير المهنية الامريكية للقادة التربويين عند مستوى دلالة (0.05 = α) تعزى لمتغير (الرتبة الأكاديمية)، في جميع المجالات، والأداة ككل وجاءت لصالح الرتبة الاكاديمية (أستاذ مشارك).
وفي ضوء هذه النتائج أُقترِح دليل تدريبي تربوي لتطوير الكفايات القيادية في الجامعات الليبية استناداً إلى المعايير المهنية الأمريكية للقادة التربويين، وقد أوصتِ الدراسة بتبني الدليل التدريبي التربوي المقترح من قبل الجهات المعنية بالتخطيط التربوي واعداد البرامج التأهيلية لتنمية المقدرات، والوقوف على ما ورد فيه من مقترحات وآليات لتنفيذها، والاستفادة منه عند وضع برامج التدريب الخاصة بالقيادات الأكاديمية.

The study aimed to propose an educational training guide for the development of leadership competencies in Libyan universities based on the American Professional Standards for Educational Leaders (PSEL). The study population consisted of university presidents, deans of colleges, as well as heads of departments in the official Libyan universities in the three regions. The University of Tripoli, the University of Al-Asmarya, the University of Misurata for the Tripoli region, and Sebha University for the Fezzan region were identified. (University of Benghazi) of the Cyrenaica region. Their number reached (271), according to the statistics of the Ministry of Higher Education for the year (2021-2022). A stratified random sample of academic leaders was selected using the Steven K. Thampson equation. It reached (159) academic leaders in Libyan universities in the three regions.
To achieve the objectives of the study, a questionnaire was developed to determine the degree of availability of leadership competencies in Libyan universities based on the American professional standards for educational leaders, consisting of (60) items; It is divided into (9) areas: (Vision, core values, professional ethics and rules, curricula, education and assessment programs, stimulating and supportive environment for students, professional development of university staff, professional community for faculty and staff, Purposeful participation at home and abroad, operations and management, improving the role and image of the university). The study resulted in the following results:
- The degree of availability of leadership competencies in Libyan universities based on the American professional standards for educational leaders was low for all fields.
- The degree of importance of providing leadership competencies in Libyan universities based on the American professional standards for educational leaders came to a high degree for all fields.
- There are no statistically significant differences in the reality of the need for leadership competencies in Libyan universities based on the American professional standards for educational leaders at the level of significance (α = 0.05) due to the variables (career position - and gender) in the study sample.
- There are statistically significant differences in the reality of the need to provide leadership competencies in Libyan universities based on the American professional standards for educational leaders at the level of significance (α = 0.05) due to the variable (academic rank), in all fields, and the tool as a whole came in favor of the academic rank (Professor). Participant).)
In light of these results, an educational training guide was proposed to develop leadership competencies in Libyan universities based on the American professional standards for educational leaders. The study recommended the adoption of the educational training manual proposed by the authorities concerned with educational planning, Preparing qualifying programs to develop capabilities, identifying the proposals and mechanisms for its implementation, and benefiting from it when developing training programs for academic leaders.
