ووفقًا لذلك يتطلب السرعة في اتخاذ القرارات المناسبة لمواجهة الأزمة ومعالجتها وتجاوز مأساتها وأثارها السلبية بواسطة نظام يعمل على جمع البيانات والمعلومات الضرورية ومعالجتها وتحليلها وتنظيمها، وعمل دراسات علمية عن الأزمة وكيفية الوقاية منها، وتحقيق الازدهار والتفوق في جميع مناحي الحياة.
