تهدف الدراسة إلى تحليل دور الخدمات البلدية العامة في التنمية الاقتصادية المحلية في محافظة نينوى للفترة 2003-2010 ومحاولة تشخيص مكامن القصور لرفع الأداء للسنوات اللاحقة. وتفترض أن الآليات التقليدية السائدة لنظام العمل في القطاع العام لم تزل المسبب للكثير من أوجه القصور، فضلا عن سلبيات إدارة الحكم المحلي مثل الفساد والروتين والتلاعب بالمال العام والهدر وتدني الحس العام بالمسؤولية والمراقبة والمحاسبة.
استخدمت الدراسة بيانات استبيان مسحي شامل للمرافق الخدمية العامة لمحافظة نينوى ووقفت التحليلات عند منعطفات جوهرية في مسار العمل المؤسسي وتدني كفاءة الخدمات العامة وتأثيرها سلبا في الإقتصاد المحلي، مقترحة عدة منافذ للمعالجات الفورية الملحة والتصحيح للأجل القريب.
Abstract
This paper aims to analyse the role of the public municipal services in local economic development of Nineveh Governorate, for 2003-2010 and sought to identify the points of failure, to raise the performance of the subsequent years. It is assumed that the traditional mechanisms of the prevailing system of work in the public sector still cause a lot of shortcomings, as well as negative aspects of local governance such as corruption, red tape, manipulation of public money, waste, low sense of responsibility and public control and accountability.
Using a questionnaire survey data, on the comprehensive public services and facilities in Nineveh, analysis has stood at fundamental turning points on the low efficiency of public services and their impact negatively on the local economy. It has suggested many urgent gates for prompt remedies.
