يتناول هذا البحث الوقف في الحضارة الإسلامية، مفهومه وتاريخه ودوره التنموي، يهدف إلى التذكير بالدور الإيجابي الرائد الذي ينبغي لمؤسسة الوقف أن تلعبه في تنمية مجتمعاتنا الإسلامية المعاصرة كما كان في الماضي. والمنهجية المتبعة في هذا البحث هي المنهجية التاريخية التحليلية، وخلصنا فيه إلى أن الوقف مؤسسة مالية تطوعية خيرية، كان لها دور فاعل- على مر عصور التاريخ الإسلامي- في عملية تطوير وتنمية المجتمعات الإسلامية، فمن خلال تمويله –أي الوقف- لكثير من مؤسسات البنى التحتية الارتكازية(المؤسسات التعليمية والصحية والدينية....) وتنميته للموارد البشرية - بزيادة الطاقة الإنتاجية للمجتمع-؛ قلل الوقف الاعتماد على القطاع العام(الحكومي)، وزاد من النمو الاقتصادي، وحقق العدالة الاجتماعية.
Abstract
The objective of this research is to discuss the concept, history and the role of Waqf in the development of Islamic civilization.Itrecalled the positive and pioneer role which Waqf Foundations should play in the development of our contemporary Islamic societies as in the past. The methodology used in this research is the historical and analytical methodology. We concluded that the Waqf is a charitable financial institution that has played an active role throughout the history of Islam in the process of development of the Islamic societies. This is evident by funding of development of infrastructure of manyEducational, health and religious institutions.Moreover ,Itsupported the development of human resources to increase the productivity of the community , hence; reducing dependence on the public sector (government), increasing economic growth and achieving social justice.
