يندرج هدا المقال في إطار سلسلة المواضيع الأكاديمية التي تعنى بدراسة التدبير الترابي المغربي، في استحضار لتجارب دولية رائدة في مجال اللامركزية الترابية و الإدارية من قبيل التجربتين الاسبانية و الفرنسية، مع محاولة لتسليط الضوء على المفهوم الصحيح "للحكامة الترابية" يراعي خصوصيات التراب المغربي بأبعاده السياسية و الاجتماعية، ودلك في غياب مفهوم دقيق ومحين لحكامة التدبير الترابي الدي يهدف بالأساس الى النهوض بتنمية الترابات المحلية و الجهوية، في التقاء متكامل و منسجم مع السياسات العمومية الوطنية عن طريق سياستي اللاتركيز الاداري من جهة، و الحديث بالمناسبة عن التداخل أو الخلط الحاصل بين المصالح اللاممركزة لوزارة الداخلية و الادارة الترابية، و من جهة أخرى بين اللامركزية الترابية و ما نتج عنها من جماعات ترابية أصبحت تتزعم الصدارة في التنمية الترابية.
Abstract
This article is part of a series of academic themes concerned with the study of Moroccan territorial administration, evoking pioneering international experiences in the field of territorial and administrative decentralization, such as the Spanish and French experiences, and trying to shed light on the right concept of "territorial governance" that takes into account the particularities of the Moroccan territory in its political and social dimensions, in the absence of a precise and updated notion of territorial management’s governance that aims above all to foster the development of local and regional territories, in a complementary and harmonious convergence with national public policies via the policy of administrative deconcentration on the one hand, and evoking, in passing, the overlap or confusion that occurs between the deconcentrated services of the Ministry of the Interior and the territorial administration, and on the other hand, between territorial decentralization and the territorial communities that result from it and that are presumed to be the primary path towards territorial development.
