يتناول هذا البحث بعض التجارب العربية في تطبيق نظم الأرشفة الإلكترونية لتطوير مجال تسيير وإدارة الوثائق بالطرق الحديثة، من أجل تجاوز الصعوبات التي تواجهها إدارة المؤسسات في ظل البيئة التقليدية، خصوصا مشكلة التحكم في الحجم الكبير من الوثائق الورقية، سواء تعلق الأمر بالتخزين والحفظ مع مشكلة ضيق المكان، فضلا عن صعوبات المعالجة والاسترجاع، مما يجعل اللجوء إلى حلول الأرشفة الإلكترونية ضرورة ملحة، لتحقيق الفعالية في عمليات تسيير وإدارة الوثائق الأرشيفية من جهة، ولمواكبة التطورات التكنولوجية الحاصلة في مجال الأرشيف من جهة ثانية، في ظل التوجه نحو الإدارة الإلكترونية.
يحاول هذا البحث تسليط الضوء على بعض التجارب العربية في مجال الأرشفة الإلكترونية، مثل تجربة المملكة العربية السعودية، الإمارات العربية المتحدة، فلسطين، الأردن، سوريا، السودان وأخيرا سلطنة عمان من أجل الاستفادة من هذه التجارب في الدول العربية الشقيقة، من خلال الوقوف على العناصر الإيجابية في هذه التجارب لاقتباسها، والنقاط السلبية لتجنبها في المشاريع الجزائرية المستقبلية.
Abstract
This research deals with some Arab experiences in applying electronic archiving systems to develop the field of document management using modern methods, in order to overcome the difficulties faced by the management of enterprises in light of the traditional environment, especially the problem of controlling the large volume of paper documents, whether it comes to storage and preservation with the problem of space constraints, in addition to the difficulties of processing and retrieval, which makes resorting to electronic archiving solutions an urgent necessity, in order to keep pace with the technological developments taking place in the field of archives on the other hand, in light of the trend towards electronic management.
This research attempts to shed light on some Arab experiences in the field of electronic archiving, such as the experience of Saudi Arabia, the United Arab Emirates, Palestine, Jordan, Syria, Sudan and finally the Sultanate of Oman, in order to benefit from these experiences in the sisterly Arab countries, by identifying the positive elements in these experiences to quote them, and the negative points to avoid in future Algerian projects.
