الملخص العربي
تسعى هذه الدراسة إلى تحديد العلاقة بين برنامج تأهيل المعلمين والموازنة المخصصة له في وزارة التربية والتعليم الفلسطينية (دراسة تحليلية)، وتمثلت المشكلة بالسؤال الرئيسي: ما العلاقة بين برنامج تأهيل المعلمين والموازنة المخصصة له في وزارة التربية والتعليم الفلسطينية؟وقد اعتمدت على منهج البحث النوعي (التحليلي المقارن)
باستخدام أداتين، الأولى: نموذج تم إعداده لصنيف البيانات؛ والمقارنة بين الوثائق، والثانية: مقابلة الأطراف ذوي العلاقة (مدير عام المعهد الوطني للتدريب التربوي، ومدير عام التخطيط التربوي، مدير عام الشؤون الإدارية، والوكيل المساعد للشؤون التعليمية وهو مسؤول عن برنامج الأساسي والثانوي في الخطة التنفيذية)، للوقوف على مبررات (نتائج الدراسة) وأهم النتائج: أعلى موازنة للبرنامج الأساسي كانت السنوات (2014 و2015)، بالمقابل ارتفاع نسبة المعلمين المؤهلين للسنوات (2014-2020) أما البرنامج الثانوي، فهناك تذبذبا في العلاقة فتارة تزيد وتارة تقل، ومن أسباب تناقص الموازنة في البرنامج الأساسي، انسحاب بعض الدول من التمويل المشترك، وتخلي البنك الدولي، وزيادة الهجرة من الأساسي إلى الثانوي. أما أهم أسباب زيادة عدد المؤهلين هو التزام المعهد الوطني بتدريب عدد ثابت سنويا، حتى لو تناقصت الموازنة، فيتم تقليل المصاريف، وتعيين حملة مؤهل تربوي من صفوف (1-9)، ومن أهم التوصيات: مراجعة الموزانة المرصودة لبرنامج تأهيل المعلمين، لتنفيذ البرنامج بأقل التكاليف، اعتماد التأهيل التربوي شرطا أساسيا عند اختيار المعلم، إسناد التخيطيط الموازنة للإدارة العامة للتخطيط، لتحقيق الشمولية لجميع البرامج والمخرجات للإدارات،.وهذا يتوافق مع دراسة (الريماوي، 2012)، بوضع نظام تقييم برنامج التأهيل التربوي، العمل على ايجاد ممولين محليين، لتمويل برامج التأهيل، وضع أسس لاختيار الطلبة في كليات التربية، ومتابعتهم طوال فترة الدراسة، واستبعاد من يثبت عدم ملاءمتهم لمهنة التعليم، التركيز على تخريج طلبة يمتلكون معارف تراعي التطور، ومهارات وكفايات التعليم.

The study seeks to determine the relationship between the teacher training program and the budget allocated to it in the Palestinian Ministry of Education. The problem’s main question: What’s the relationship between the teacher training program and the budget allocated in the Palestinian Ministry of Education? It relied on the qualitative(comparative analytical)research method.
By using two tools,1st:prepared data class model; and a comparison of documents, 2nd: relevant parties interview(Director generals of: the National Educational Training Institute, educational planning, administration, the assistant for education that’s responsible for basic and secondary program of the operational plan).To determine the study results, most important findings: The highest balance of the core program has been years(2014-2015)in return increasing qualified teachers for years(2014-2020).The secondary program, there’s a fluctuation in the relationship, and less frequency. A reason for the decreasing core program’s budget is withdrawal of some states from co-financing, and abandon the World Bank, increasing immigration from basic to secondary. Important reason for increasing qualified number is the commitment of National Institute to train a fixed number, even if the budget decreases, and expenses are reduced, the appointment of qualified campaign from classes (1-9), most important recommendations: Audit of the budget allocated to the teacher qualification program, to implement it at lowest cost, adoption of educational qualification is a prerequisite when choosing teacher, budgetary mapping of the General Planning Department, to achieve inclusiveness of departmental programs. And that goes with Rimawi study, by developing the education rehabilitation program evaluation system, working to find local financiers, to finance rehabilitation programs, establish grounds for selecting students in education colleges, and follow them through school courses, excluding who prove inappropriate for education profession, focus on graduating evolutionary knowledge students.
